According to a recent research report from Mizuho Bank, the potential passage of the proposed CLARITY Act could fundamentally reshape the competitive landscape for stablecoins, posing a direct threat to the market leadership of Circle Internet Corp. (CRCL)'s USDC. While the legislation aims to establish a clear federal regulatory framework, its side effect of removing regulatory uncertainty may unexpectedly intensify competition within the industry, presenting a serious challenge to Circle's established first-mover advantage and profitability.

Key Competitive Dynamics

Data analysis indicates that, from a competitive standpoint, Open USD presents a core threat due to its unique revenue-sharing model. This project is backed by a consortium of over 140 major companies, including Visa (V), Mastercard (MA), Stripe, BlackRock (BLK), and Coinbase Global, Inc. (COIN). Open USD distributes the majority of the earnings from managing its reserves to its partners, whereas Circle is estimated to retain only about 38% of the earnings from USDC's reserves. This significant disparity in revenue sharing makes Open USD far more attractive to large distribution partners and could lead to further market fragmentation.

A more critical variable is the dual role and potential actions of Coinbase Global, Inc. (COIN). As the largest distributor of USDC, Coinbase is also a backer of Open USD. Mizuho analysts predict that Coinbase could begin renegotiating its revenue-sharing agreement with Circle Internet Corp. (CRCL) as early as next month. Leveraging its pivotal position in both projects, Coinbase is well-positioned to secure more favorable terms. Such a move could directly alter the balance of power in the stablecoin market, eroding Circle's competitive moat.
