Notably, previous Ministry of Commerce documents were typically released in Microsoft Word's default .doc format or PDF format.

WPS format is a proprietary file format developed independently by Beijing Kingsoft Office Software Inc. for its WPS Office suite. This move generated positive market response, with multiple domestic software companies seeing stock price increases. Kingsoft Office shares surged as much as 18.18% at one point.

According to the first half of 2025 financial report, Kingsoft Office achieved operating revenue of 2.657 billion yuan, up 10.12% year-over-year, with net profit attributable to shareholders of 747 million yuan, increasing 3.57% year-over-year.

Pan Helin, a committee member of the Ministry of Industry and Information Technology's Information and Communication Economy Expert Committee, noted that the Ministry of Commerce's approach represents both support for domestic software and demonstrates China's capabilities in software alternatives. Additionally, this addresses practical compatibility requirements. Currently, Chinese government departments have completed deployment of domestic software like WPS, and unified formats help avoid compatibility issues.

Public information shows that Lei Jun, founder of XIAOMI-W, serves as director and honorary chairman of Kingsoft Office and is the company's actual controller. As of June 30, 2025, Lei Jun held 42.2477 million shares of Kingsoft Office.

In terms of research and development, Kingsoft Office's R&D personnel account for over 60% of its workforce. As of the first half of the year, the company employed 3,533 R&D staff, with nearly 30% holding master's degrees or higher qualifications. According to financial disclosures, the average annual salary for R&D personnel was approximately 381,800 yuan in 2024, with average compensation of about 213,200 yuan in the first half of 2025.
