Notice on Appointments and Dismissals of Zhang Shiying and Seventeen Other Comrades, De Zheng Ren [2026] No. 9, issued to all county and city people's governments and all units directly under the prefecture as well as central and provincial units stationed in Dehong.

The prefectural people's government has decided as follows.

Zhang Shiying shall concurrently serve as deputy director of the Ruili National Key Development and Opening-Up Pilot Zone Management Committee and deputy director of the Ruili Industrial Cooperation Park Management Committee.

Lu Yu shall serve as deputy secretary-general of the prefectural people's government, deputy director of the Ruili National Key Development and Opening-Up Pilot Zone Management Committee, and deputy director of the Ruili Industrial Cooperation Park Management Committee (on secondment).

Wang Hongyan shall serve as vice president of Dehong Vocational College, vice principal of the Prefectural Secondary Vocational School, and vice principal of the Prefectural Technical School (public institution at full division level, one-year probation period).

Jia Cong shall serve as deputy director of the Management Committee of the Dehong Area of the China (Yunnan) Pilot Free Trade Zone and deputy director of the Ruili Area Management Committee of the Ruili Industrial Cooperation Park (on secondment).

Zhang Junyou shall serve as deputy director of the Prefectural Development and Reform Commission (on secondment).

Guan Runchen shall serve as deputy director of the Prefectural Finance Bureau (on secondment).

Chen Jixiang shall serve as deputy director of the Prefectural Civil Affairs Bureau (one-year probation period).

Wang Xiaodong shall serve as head of the Traffic Management Detachment of the Prefectural Public Security Bureau.

Tang Jian shall serve as head of the Environmental Resources and Food and Drug Crime Investigation Detachment of the Prefectural Public Security Bureau.

Gu Congwen shall serve as head of the Political Security Guard Detachment of the Prefectural Public Security Bureau (one-year probation period).

Zhang Peixin shall serve as vice president of the Prefectural Inspection and Testing Institute (public institution at deputy division level, one-year probation period).

Luo Ping shall serve as vice president of the Prefectural Hospital of Traditional Chinese Medicine (public institution at deputy division level, one-year probation period).

Xiong Jianwei shall serve as vice principal of the Prefectural Ethnic Junior High School (public institution at deputy division level, one-year probation period).

Zheng Hongyun is relieved of the posts of deputy director of the Ruili National Key Development and Opening-Up Pilot Zone Management Committee and deputy director of the Ruili Industrial Cooperation Park Management Committee.

Wu Xiang is relieved of the post of deputy secretary-general of the prefectural people's government.

Niu Changjiang is relieved of the post of head of the Traffic Management Detachment of the Prefectural Public Security Bureau.

Li Jian is relieved of the post of deputy director of the Prefectural Bureau of Letters and Visits.

Yang Xiaodong is relieved of the post of vice chairman of Yunnan Jiaotou Dehong Investment and Construction Co., Ltd.
