Police Intensify Crackdown on Crimes Threatening Food Security to Support Agricultural Advancement

Public security authorities have this year persisted in legally combating illegal activities such as unauthorized occupation of arable land, illicit excavation and theft of black soil and peat, and the production and sale of counterfeit or substandard agricultural supplies, effectively safeguarding the legitimate rights of farmers while supporting high-quality agricultural development and securing national food security.

From January to August, a total of 3,700 related criminal cases were filed and investigated, with the Ministry of Public Security designating 16 of these cases for supervised handling, prompting local authorities to resolve numerous major cases and dismantle multiple criminal syndicates, yielding notable progress.

Public security bodies at all levels are actively building a collaborative framework that combines specialized enforcement with comprehensive police involvement, interdepartmental coordination, and public engagement, establishing a proactive "Kunlun" investigative and strike model to deliver precise and in-depth blows against various offenses that endanger food security.

In terms of proactive investigation, police are advancing a modern policing operation model centered on "specialization, mechanisms, and big data," continuously broadening intelligence sources and enhancing their capacity to detect criminal activities.

Regarding case breakthroughs, authorities are sustaining the "Golden Wind" campaign to protect arable land security and operations targeting the destruction of black soil resources, while actively participating in nationwide special actions against counterfeit agricultural supplies, focusing on rectifying prominent violations such as illegal construction of houses or cemeteries on arable land, unauthorized seed breeding and propagation, trademark infringement, and the unlawful production, sale, or use of banned and restricted pesticides and veterinary drugs.

On interdepartmental collaboration, stronger and more proactive mechanisms linking administrative law enforcement with criminal justice are being refined, with close cooperation among natural resources, agriculture and rural affairs, and market regulation agencies to improve systems for tip-off sharing, case transfer, information exchange, inspection and appraisal, and disposal of seized goods, including the joint issuance of guidelines for transferring suspected arable land destruction cases to consolidate joint governance efforts.

A spokesperson for the Ministry of Public Security's bureau of environmental, resource, and food and drug crime investigation stated that public security authorities will fully leverage their functional role, continuously escalate efforts to combat all forms of crimes threatening food security, actively drive efficient governance, and contribute to safeguarding national food security during the "15th Five-Year Plan" period.

Additionally, the authorities remind farmers nationwide to promptly report any clues involving illegal occupation of arable land, destruction of black soil, or the production and sale of counterfeit or substandard agricultural supplies to public security agencies or relevant government departments.
