On September 17, the Hebei Provincial Development and Reform Commission announced the proposed arrangement for offshore solar projects under the "wind-solar co-location" initiative in Qinhuangdao City, Hebei Province. The announcement includes 5 offshore solar projects with a total capacity of 2 million kilowatts (2GW).

Among the selected project developers, CNBM secured two projects with a combined capacity of 700MW, while China Energy Conservation and Environmental Protection Group (CECEP), Dongfang Electric Corporation Limited, and China Power Construction Corporation each obtained one solar project with capacities of 500MW, 400MW, and 400MW respectively.

**Public Notice on Proposed Arrangements for "Wind-Solar Co-location" Offshore Solar Projects in Qinhuangdao City, Hebei Province**

In accordance with the requirements of the "Notice on Urgently Planning Offshore Solar Projects" (Hebei Development and Reform Energy [2025] No. 795), following applications from Qinhuangdao City, confirmation of grid connection and consumption conditions by the grid company, and review of basic requirements by third-party consulting institutions, we hereby announce the offshore solar projects that meet sea use conditions and have received supporting opinions from the grid company.

This announcement covers 5 projects with a total capacity of 2 million kilowatts. The detailed list is provided in the attachment.

The public notice period runs from September 17, 2025, to September 21, 2025. During this period, any objections may be submitted to the New Energy Division of the Provincial Development and Reform Commission (Energy Bureau).
