Hubei Party Secretary Meets with Lei Jun to Discuss Smart Terminal Industry Development

On the morning of October 28, Wang Zhonglin, Secretary of the Hubei Provincial Party Committee, visited the Donghu New Technology Development Zone in Wuhan to investigate the development of the smart terminal industry.

He emphasized the need to "strengthen innovation breakthroughs, expand application scenarios, and foster an industrial ecosystem to deepen the integration of technological and industrial innovation, accelerating the establishment of a highland for smart terminal industry development."

During the inspection, Wang visited the HarmonyOS Ecosystem (Wuhan) Innovation Center and XIAOMI-W's smart home appliance factory, where he also held discussions with Lei Jun, Chairman of XIAOMI-W. Wang expressed hope that XIAOMI-W would facilitate the localized production of more advanced smart terminal technologies in Hubei, setting a benchmark in intelligent manufacturing.

### What Are Smart Terminals? Smart terminals refer to embedded computer system devices, ranging from large-scale applications like autonomous vehicles, robots, and drones to everyday gadgets such as smartphones and smartwatches—essentially any terminal device with independent data processing capabilities.

Recent breakthroughs in AI and IoT have revolutionized interaction and service models, ushering in an era of interconnected smart terminals. As a strategic emerging industry, smart terminals integrate hardware manufacturing, OS development, middleware design, software innovation, and content creation. With broad applications, high technological convergence, vast market potential, and strong growth prospects, they represent a key driver of new productive forces and a bridge between the digital and real economies.

### National and Regional Initiatives This year’s government work report highlighted the importance of developing next-gen smart terminals, including AI-powered devices, smart robots, and intelligent manufacturing equipment. In August, China’s State Council released guidelines targeting over 70% adoption of next-gen smart terminals by 2027, exceeding 90% by 2030, and establishing smart economy as a major growth pillar by 2035.

Cities like Hangzhou and Shanghai have rolled out action plans to build AI terminal hubs, aiming for industry scales of 300 billion yuan by 2027. Hubei, with its strong industrial base and innovation capacity, is also advancing aggressively. Wang stressed the need to focus on smartphones, humanoid robots, smart vehicles, home appliances, and wearables to secure a leading position in the sector.

### XIAOMI-W's Role Wang’s visit included XIAOMI-W's newly operational smart home appliance factory—its third major smart manufacturing facility—which produces high-end air conditioners at a rate of one unit every 6.5 seconds, with 100% AI-powered quality inspection for critical components.

During their meeting, Wang encouraged XIAOMI-W to expedite Phase II of the Wuhan factory project, attract supply chain partners, and bolster Hubei’s smart terminal industry cluster. He also outlined key priorities:

1. **Strengthening Industrial Chains**: Attracting upstream and downstream enterprises to form concentrated industrial clusters. 2. **Expanding Applications**: Accelerating innovation in smart terminal usage across real economy, public services, and digital consumption. 3. **Enhancing Coordination**: Providing robust support for key projects and fostering a favorable ecosystem for industry growth.
