By leveraging technological empowerment, it has vigorously promoted the installation and application of an intelligent passenger ship monitoring system. The installation rate of this system for passenger ships in the jurisdiction has now reached 100%, achieving a leapfrog upgrade in safety supervision from "passive response" to "active prevention," and from "manual inspection" to "intelligent sensing."

To ensure the rapid and effective implementation of the intelligent monitoring system, the Caofeidian Maritime Safety Administration took proactive measures. On one hand, it conducted in-depth research and visits to passenger ship companies within its jurisdiction to accurately understand their needs and practical difficulties. On the other hand, it actively built communication bridges to facilitate efficient connections between companies and professional installation manufacturers, overcoming the "last mile" challenge in supply and demand linkage. For key issues during the installation process, such as technical standards, equipment selection, and layout optimization, the maritime department formed a professional technical guidance team to provide one-on-one assistance throughout the entire process, ensuring that the intelligent monitoring system on each passenger ship meets specifications and delivers optimal performance.

It is understood that the passenger ship intelligent monitoring system integrates advanced AI visual analysis algorithms with multi-sensor perception devices. It enables all-weather, dead-angle intelligent monitoring of key areas such as the ship's bridge, engine room, and deck, possessing strong capabilities for identifying and warning of potential risks and hazards. In the bridge area, the system can accurately detect unsafe behaviors like fatigue driving, personnel leaving their posts, unauthorized mobile phone use, and smoking, issuing dual reminders through on-site audio broadcasts and platform alerts to urge crew members to standardize watchkeeping operations. In the engine room area, functions such as open flame and smoke monitoring, identification of failure to wear safety helmets, and supervision of periodic inspections effectively prevent safety accidents caused by equipment failures or improper operations. The deck area focuses on monitoring the wearing of life jackets, the use of safety helmets, and the standardization of loading/unloading operations, providing comprehensive protection for operational personnel. Simultaneously, the system supports functions like real-time monitoring, historical video playback, and data download and storage. All monitoring recordings can be stored locally for nearly three months and can be seamlessly connected with the National Passenger Ship Intelligent Monitoring Management Platform through agreed-upon API interfaces, providing maritime supervision with traceable and verifiable solid data support for positioning data, video data, and alarm data.

Taking the passenger land-island transport vessels within the jurisdiction as an example, since the installation of the intelligent monitoring system and its trial operation, it has provided clear targets for safety management, accumulating over 200 warnings. Through the system's real-time alerts for various violations and statistical data analysis, crew safety awareness has significantly improved, and the standardization of watchkeeping has been greatly enhanced.
