On May 18th, the bidding results for the Engineering, Procurement, and Construction (EPC) contract of the Jilin Songyuan Nengfa Fuyu No. 1 700,000 kW wind power project were announced. According to the announcement, the first-ranked bidder is China Power Engineering Consulting Group Northeast Electric Power Design Institute Co., Ltd., with a bid price of 3.42206 billion yuan, equivalent to a unit price of 4,889 yuan per kilowatt based on the project's capacity.
The project is located across several towns in Fuyu City, including Caijiagou, Gongpengzi, Sanchahe, Taolaizhao, Wujiazhan, and Xiaojiagou. It involves the installation of 70 wind turbines with a unit capacity of 8.5 megawatts and 14 turbines with a unit capacity of 7.5 megawatts. This includes 46 hybrid towers at 160 meters and 38 steel towers at 125 meters, bringing the total installed capacity to 700 megawatts. Additionally, two new 220-kilovolt booster stations will be constructed, along with supporting facilities such as main transformers, box-type substations, maintenance roads, and collection lines.
The project owner is Songyuan City Energy Group Fuyu City Xinfeng Electric Power Co., Ltd., which is a wholly-owned subsidiary of Songyuan City Energy Development Group Co., Ltd. The EPC contract scope covers all necessary work from preliminary procedures to final handover, including survey and design, construction, equipment and material procurement, commissioning, training, project completion acceptance, trial operation, and production transfer. This is a "turnkey" project approach, meaning the contractor is responsible for delivering a fully operational facility.
The contractor is also responsible for procuring and transporting all major equipment and materials, such as complete wind turbine generator sets, box-type transformers, towers, foundation anchor plates and bolts (if applicable), cables (including optical cables), cable terminations and joints, and 35kV collection lines. This includes tasks like unloading, secondary handling, on-site and off-site transportation, storage, management, and handover of all materials.
The project is scheduled to commence on May 21, 2026, with the exact start date subject to the issuance of the commencement order by the supervision unit. Full-capacity grid connection is targeted for October 30, 2027.
