According to reports, Liu Guohong, Secretary of the Party Leadership Group of the Ministry of Natural Resources and Chief Inspector of National Natural Resources, stated on September 22 at a State Council Information Office press conference themed "Embarking on a Strong Start for the 15th Five-Year Plan" that the nation will advance the protection of farmland in an integrated manner across quantity, quality, and ecology.

This coordinated approach is designed to firmly hold the line on the 1.8 billion mu (approximately 120 million hectares) of farmland, thereby consolidating the foundation for national food security.

Building on this groundwork, the authorities will establish a comprehensive "master ledger" for natural resource assets, ensuring the rational allocation of various resource elements. By prioritizing the optimization of incremental resources, the government will create a coordination mechanism that links the allocation of new urban construction land quotas with increases in permanent resident populations, providing greater development space for regions with competitive advantages.
