Baotou has released its action plan for advancing high-quality development of the clean energy industry during the 15th Five-Year Plan period, according to Energy Storage and Power Market.

The plan sets targets of reaching 17 million kilowatts of grid-connected renewable energy capacity and 5 million kilowatts (5GW) of energy storage station capacity by 2027, with renewable energy capacity doubling to 24 million kilowatts and energy storage capacity reaching 7.5 million kilowatts (7.5GW) by 2030.

Expanding energy storage scale

The plan calls for seizing the strategic opportunity period for new energy storage development, with a focus on serving energy structure transformation and stable power supply, and fully advancing the construction of grid-side energy storage stations including the 300,000-kilowatt Chunkunshan and 300,000-kilowatt Kailinhe projects.

A batch of new independent energy storage station projects will be planned and implemented.

The plan emphasizes coordinated development of power-side and user-side energy storage, promoting synchronous completion and operation of power-side energy storage stations with renewable energy projects, and encouraging industrial parks and commercial enterprises to build distributed energy storage stations to enhance peak shaving, frequency regulation, and emergency response capabilities of the power system.

The plan also calls for promoting coordinated development between energy storage project development and energy storage equipment manufacturing, using resources to expand the market, the market to drive industry, and projects to leverage equipment, while developing new energy storage with multiple technology routes and application scenarios.

Construction of the Meidai pumped-storage power station will be accelerated to achieve grid connection and power generation on schedule.

Optimizing renewable energy equipment structure

The plan calls for accelerating development of energy storage materials and equipment industries, developing key energy storage materials including cathode and anode materials, electrolytes, and separators, achieving breakthroughs in core technologies such as battery cells and battery system integration, and pushing for early completion and operation of energy storage equipment industrial projects including new energy battery manufacturing bases and new energy manufacturing bases.

Expanding renewable energy application scenarios

The plan promotes integrated development of transportation and energy, encouraging construction of integrated renewable energy and surrounding energy facilities at highway service areas, highway slopes and stations, railway stations, airports, and other transportation venues, and encouraging integrated development of solar-storage-charging-swapping facilities.

It also promotes building-integrated photovoltaics, low-carbon building energy use, and clean heating.

Multiple technology routes for energy storage stations will be developed.

Optimizing industrial development ecosystem

The plan promotes extension of modern producer services in the energy sector toward specialization and high-end value chains, developing value-added services including equipment testing and certification, operations and maintenance services, and smart logistics.

It calls for accelerating development of industries including photovoltaic equipment recycling, wind turbine and old vehicle dismantling, and waste battery recycling to promote circular economy development.

The plan also seeks to actively bid for hosting exhibitions and events related to wind power, photovoltaics, energy storage, and hydrogen energy to enhance industrial development influence.

The attached "2026 Baotou Clean Energy Industry Key Task List" shows that construction of energy storage station projects including those of CALB, Yongzhen Technology, and Western Gotion will be accelerated, with a goal of completing and putting into operation over 5 million kilowatt-hours (5GWh) of energy storage stations.

The plan also calls for actively seeking energy storage station projects from the autonomous region and completing the selection and application work for new independent energy storage stations for 2026-2027.
