The Hong Kong Special Administrative Region government announced on the 28th the updated comprehensive list of eligible universities for the Top Talent Pass Scheme. In response to changes in the relevant university rankings, four universities were removed, while five new ones were added, increasing the total number from 199 to 200. The updated comprehensive list will take effect on January 1, 2026. The comprehensive list covers universities/institutions that have been ranked among the top 100 in the past five years across four global university rankings: the Times Higher Education World University Rankings, the Quacquarelli Symonds (QS) World University Rankings, the U.S. News & World Report Best Global Universities Rankings, and the Academic Ranking of World Universities by Shanghai Jiao Tong University. It also includes universities/institutions specializing in hotel courses that have ranked in the top 5 globally in the "Hospitality & Leisure Management" subject of the QS World University Rankings over the past five years; specialized academies that have ranked in the top 5 globally in the "Art & Design" subject of the QS rankings over the past five years; and mainland Chinese universities that have ranked in the top 20 of the Shanghai Ranking's Chinese University Rankings over the past five years. The Top Talent Pass Scheme is designed to attract three categories of talent: individuals with an annual income of HK$2.5 million or more in the year immediately preceding their application; individuals who have obtained a full-time bachelor's degree from a university/institution on the comprehensive list and have accumulated at least three years of work experience within the five years immediately preceding their application; and individuals who have obtained a full-time bachelor's degree from an eligible university/institution within the five years immediately preceding their application but have less than three years of work experience.
