Shanghai to Deepen State-Owned Enterprise Restructuring in Cutting-Edge and Competitive Sectors, Enhancing Collaboration with Private Firms Through Investment, Mergers, and Alliances

The Shanghai Municipal Development and Reform Commission has issued an action plan to implement national measures aimed at boosting private investment, as announced on the city government's website. The plan focuses on refining Shanghai's industrial map to unlock greater investment opportunities.

Key priority areas include the three leading industries of integrated circuits, biomedicine, and artificial intelligence. It also targets emerging sectors such as new intelligent terminals, intelligent robots, commercial aerospace, satellite internet, the low-altitude economy, and advanced materials, alongside future technologies like quantum computing and brain-computer interfaces. Production services, including information services, professional services, and industrial services, are also highlighted for targeted investment attraction and supply chain development.

The plan calls for the removal of unreasonable barriers to entry for service industry operators, prohibiting the addition of obstacles beyond existing environmental, health, security, quality, and fire safety regulations. A key focus is on state-owned enterprise (SOE) restructuring in frontier and competitive industries, establishing a mechanism for strategic entry and exit. SOEs are encouraged to collaborate with private enterprises through investment partnerships, mergers and acquisitions, joint industrial projects, and the formation of alliances. Specific frontier areas for joint efforts include photonic chips and devices, hydrogen energy and storage, satellite internet, gene and cell therapy, controlled nuclear fusion, and the low-altitude economy, with plans for technology open-sourcing, project cooperation, and technology transfer.
