On September 15th, Huo Junbo, Deputy Secretary of the County Party Committee and County Magistrate, conducted an inspection tour focusing on social security for the elderly and children, rural sewage treatment, and heating supply preparations. The visit aimed to assess on-site conditions, review project progress, and address emerging challenges. He underlined the importance of solidifying livelihood safeguards and upgrading infrastructure to continuously enhance the public's sense of gain, happiness, and security.

Zhang Ting, a member of the County Government Party Group, joined the inspection. At the county's Happiness Nursing Home, Huo Junbo reviewed its operational status and the implementation of elderly-benefit policies and quality upgrades for care institutions. He emphasized the need for refined management, resource integration, and accelerated home-like renovations for the elderly. He urged improvements in rehabilitation training facilities and slip-resistant flooring, the adoption of smart technologies, and standardized daily care routines to better serve the elderly and ensure a dignified later life.

At the county's primary heating plant, Huo Junbo inspected coal reserves and reviewed equipment maintenance, heat source security, and emergency response plans. He stressed the need to solidify accountability for heating supply, complete preparatory work in advance, secure sufficient fuel reserves, perform comprehensive equipment checks, and improve the plant's environmental conditions to guarantee safe, stable, and orderly heating this winter.

In Guānlǐ Village of Yong'an Township, Duàncūn Village of Sēngniàn Township, and the county's sewage treatment facility, Huo Junbo reviewed the operations of rural sewage treatment systems and the progress of the treatment plant's upgrade. He called for site-specific, classified strategies, coordinated facility improvements, and strict oversight of project timelines, quality, and safety. He also underscored the importance of maintaining constructed wetlands and establishing regular inspection and maintenance protocols to continually improve rural living environments.

Following the site visits, Huo Junbo chaired a special meeting to address rural domestic sewage treatment. He stressed the need to balance construction with ongoing management, resolving the issue of prioritizing construction over maintenance. He advocated for a robust, long-term operation and maintenance system for village-level facilities, detailing regulations for equipment inspections, routine upkeep, water quality monitoring, and hazard response. He clarified responsibilities for local authorities and relevant departments, urging them to provide on-site guidance and technical support to promptly resolve bottlenecks. The goal is to foster a coordinated, collaborative approach across all levels, thereby enhancing the effectiveness of rural sewage treatment and improving the rural water environment.
