Qinghai Province Launches New Consumer Subsidy for Six Smart Home Product Categories, Offering Up to 2,000 Yuan in Instant Discounts

In a move to thoroughly implement the decisions and arrangements of the Central Committee and the State Council, and to better leverage the positive role of consumer goods trade-in policies in expanding domestic demand, stabilizing growth, and benefiting people's livelihoods, Qinghai Province has introduced a new subsidy to further unleash the consumption potential of smart home products and promote the development of new technologies, products, and market segments. Recently, the provincial Department of Commerce, in conjunction with seven other departments including the Provincial Development and Reform Commission and the Provincial Department of Finance, issued the "Detailed Implementation Rules for Qinghai Province's 2026 Local Independent Category New Purchase Subsidy for Consumer Goods Trade-in" (hereinafter referred to as the "Rules"). These rules provide subsidies for the purchase of six categories of smart home products, including those suitable for the elderly.

The "Rules" specify that individual consumers purchasing six categories of smart home products (including products suitable for the elderly) within Qinghai Province are eligible for subsidies. The eligible products are: smart door locks (including smart security doors), smart toilets (including smart toilet lids, which must be products with Grade 1 energy efficiency or water efficiency), smart sweeping/washing robot vacuums, handheld smart cameras, consumer-grade drones, and home oxygen concentrators (including ventilators). For five of these categories—smart door locks (including smart security doors), smart toilets (including smart toilet lids, Grade 1 energy/water efficiency required), smart sweeping/washing robot vacuums, handheld smart cameras, and consumer-grade drones—a subsidy of 15% of the product's final selling price is provided. Each individual consumer can receive a subsidy for one item per category, with a maximum subsidy of 1,500 yuan per item. For home oxygen concentrators (including ventilators), a subsidy of 20% of the product's final selling price is provided, with each individual consumer eligible for one item and a maximum subsidy of 2,000 yuan per item.

It is important to note that the 2026 local independent category new purchase subsidy for consumer goods trade-in in Qinghai Province applies only to the product purchase cost itself. Associated costs such as installation labor fees and auxiliary material fees are not covered by the subsidy.

The subsidy program will be uniformly implemented across the province using an "instant discount at consumption" model. Electronic coupons (hereinafter referred to as "coupons") will be distributed via the "CCB Life APP". When consumers purchase subsidized products at participating offline retail stores or online e-commerce platforms, they can present the coupon QR code at the payment stage. If the rules are met, the discount will be directly applied, allowing consumers to enjoy the subsidy immediately.

Subsidy funds will be managed under the principles of annual total amount control and balanced monthly usage. Coupons will be released daily at 10:00 AM on a "first-come, first-served" basis until the daily quota is exhausted. The coupons are valid only on the day of issue. The redemption period for offline coupons is from 10:00 AM to 9:00 PM daily, while the redemption period for online coupons is from 10:00 AM to 11:59 PM daily. Coupons will automatically expire after these times.

Consumers can download and log into the "CCB Life APP" and complete real-name verification. On the app's homepage, they should click on the "Qing Qing U Benefit" section, select "Qinghai Province" to enter the "Qinghai Province 2026 Consumer Goods Trade-in Local Independent Category Subsidy Activity" page, and then click "Subsidy Activity Entry" to access and claim the coupon corresponding to the eligible product category. After successfully claiming a coupon, consumers can visit participating offline stores or online platforms to purchase the subsidized products within the coupon's validity period.
