The summer tourism peak in Haixi Prefecture, Qinghai Province, has led to a continuous rise in visitor numbers at major scenic spots like Chaka Salt Lake, Qarhan Salt Lake, and Dachaidan Emerald Lake. In response, the Haixi Prefecture Market Supervision Administration has focused on its regulatory duties, targeting key equipment such as sightseeing vehicles, elevators, and tourist trains within scenic areas. A comprehensive special inspection of safety equipment has been launched to enforce the primary responsibilities of operating entities and strengthen safety defenses.

Concentrating on key sectors, the administration has conducted precise, area-wide inspections. Targeting nine major scenic spots across the prefecture, the checks have focused on critical elements such as equipment registration, periodic inspections, certification of operators, daily maintenance records, and the implementation of emergency response plans. Given the region's characteristics, including large temperature differences between day and night and concentrated peak visitor flows, the authorities have urged equipment users to enhance safety controls under extreme weather conditions. To date, all equipment in use across the scenic areas—including 1 large amusement ride, 257 non-road sightseeing vehicles, and 37 observation elevators—remains within valid inspection periods.

Strict hazard inspections have been conducted, implementing a closed-loop rectification and control mechanism. A total of 51 safety inspectors were deployed across the prefecture, examining 9 equipment-using entities at scenic spots. They identified and rectified 24 safety hazards and issued 11 safety supervision directives. For common issues found at some sites, such as improperly filled inspection logs, insufficient safety warning signs, and delayed updates to emergency rescue supplies, on-site legal education sessions were organized for safety managers. These sessions emphasized strict adherence to the "daily control, weekly inspection, monthly scheduling" safety management system.

To optimize service guarantees and enhance safety and operational capabilities, the administration has leveraged its WeChat public account to publish guides on equipment registration. These guides help scenic areas standardize their equipment technical files, promptly complete registration, and schedule periodic inspections on time. Targeted safety warning text messages have been sent to all nine scenic spots, urging them to fulfill their primary safety responsibilities. Furthermore, scenic areas have been prompted to conduct self-inspections, improve visitor flow control plans for peak periods, reasonably limit passenger loads on sightseeing vehicles, perfect shutdown mechanisms for adverse weather, stock emergency rescue equipment, and organize drills to improve emergency response capabilities.

Looking ahead, the Haixi Prefecture Market Supervision Administration will maintain a high-pressure regulatory stance on scenic area equipment safety during the tourism season. It will continue oversight through a combination of "daily patrols and random spot checks," focus on "look-back" inspections of rectified hazards, and persistently reinforce corporate safety responsibilities to ensure the safe operation of all equipment across the prefecture's scenic areas.
