According to the Ministry of Transport, the latest edition of the Technical Rules for Statutory Inspection of Domestic Seagoing Ships (2026 Amendment) has been officially released.

This regulatory update mandates that all domestic seagoing vessels must be equipped with intelligent monitoring systems. The requirement is designed to enhance the technical capabilities of shipping companies for shore-based remote management.

It serves as a critical supporting measure for the implementation of the Guidelines for Shipping Enterprises to Fulfill Primary Safety Production Responsibilities and its six associated operational guidance frameworks. The technical specifications for the ship smart monitoring system include integrated AI video recognition, real-time alerts, and remote intercom functionalities.

The system is required to automatically identify unsafe behaviors such as fatigue driving and watchkeeping personnel leaving their posts, while simultaneously sending alarm information to shore-based platforms. Once these requirements are fully implemented on vessels, they will enable shipping companies to shift their remote management approach from "post-event accountability" to "pre-event warning and in-event intervention."
