Xiamen Customs Zone Reaches 300 AEO Enterprises

Recently, Xiamen Customs awarded AEO certificates to 10 newly certified enterprises, signifying that the total number of AEO enterprises in the Xiamen customs zone has reached 300. These AEO enterprises now account for 4‰ of all registered enterprises in the zone, a figure that is 58.8% higher than the national average.

AEO (Authorized Economic Operator) is a system advocated by the World Customs Organization, where customs authorities certify a company's credit status, compliance level, and security standards, subsequently providing preferential and facilitative measures. Becoming an AEO enterprise not only helps improve a company's international customs clearance efficiency, enhance supply chain security, and reduce trade risks, but also boosts its credibility and strengthens its ability to expand into international markets. To date, China has signed AEO mutual recognition agreements with 31 economies, including the European Union, Singapore, and South Africa, covering the customs administrations of 57 countries and regions.

Since the beginning of this year, Xiamen Customs has continued to deepen its "group+" cultivation and centralized certification model, developing customized plans for 252 enterprises to promote quality and efficiency improvements among AEO firms, successfully nurturing 75 AEO enterprises. Guo Shusong, General Manager of Lixing Food Company, stated, "International food buyers have extremely high requirements for supply chain traceability and compliance. As a food production enterprise, the AEO certification provides a highly valuable 'ID card,' helping our company secure more long-term orders from international clients."

To enhance the practical value of AEO status, Xiamen Customs has actively encouraged local governments, financial institutions, and third-party service providers to introduce specific measures supporting AEO enterprises. Currently, local government departments have rolled out a cumulative total of 45 support measures; 10 banking institutions have incorporated AEO qualification as a positive credit record into corporate credit reporting systems, introducing 92 financial preferential measures; and 7 third-party service enterprises have launched 42 facilitation measures, providing AEO enterprises with convenient support across all customs clearance procedures. Additionally, the Customs Technology Center has implemented 20 AEO facilitation measures, creating a collaborative multi-department, multi-agency joint incentive system covering customs clearance, finance, and services. Cheng Dongfang, General Manager of C&D Inc., explained, "The C&D Group has more than 10 AEO subsidiaries. Data from our self-developed single-window statistics module shows that the average inspection rate for these AEO subsidiaries has decreased by over 50% compared to before, while testing cycles and logistics efficiency have significantly improved."
