Samsung Electronics is ramping up preliminary work on the second phase of its wafer fabrication plant in Taylor, Texas, having already issued certification requests to multiple equipment suppliers even before the facility's final specifications have been locked in—a clear signal of the company's strong commitment to expanding its advanced process capacity in the United States.

According to industry reports, Samsung Electronics has recently asked its major semiconductor equipment partners to secure the SEMI certification required for tool installation at the Taylor Phase 2 fab ahead of schedule. SEMI certification serves as the industry-standard safety assessment for semiconductor equipment and is a mandatory prerequisite for equipment exports. A source from the semiconductor equipment sector noted that "although the specific specifications for the Taylor Phase 2 fab have not yet been finalized, the speed of response from Samsung Electronics' foundry division has exceeded expectations," adding that detailed plans are expected to become clearer toward the end of this year.

During its second-quarter earnings conference call held on the 30th of last month, Samsung Electronics officially announced plans to begin construction on the Taylor Phase 2 fab by the end of this year, with mass production targeted for 2030, aiming to "respond promptly to growing customer demand."

Phase 1 Construction Accelerates, 2nm Process Locked in for Tesla

The Taylor fab serves as Samsung Electronics' core facility dedicated to mass production using its most advanced foundry processes. Phase 1 of the plant is currently in the equipment installation stage, with operations targeted to begin by the end of this year, with the primary mass production node being the industry's most advanced 2-nanometer process.

Tesla is widely cited as the anchor customer for Phase 1. Samsung Electronics signed a semiconductor foundry contract worth approximately 22.76 trillion Korean won with Tesla in the third quarter of last year, after which construction progress on the Taylor Phase 1 project noticeably accelerated. Previously, the project had faced multiple investment delays due to difficulties in customer acquisition and a deteriorating market environment.

Large Customer Commitments Will Determine Phase 2 Ramp-Up Timeline

Although preliminary work has started ahead of schedule, whether the Taylor Phase 2 fab proceeds on track ultimately hinges on securing major customers. Industry insiders point out that whether Tesla's order volume expands further or new major clients are brought on board will directly impact the overall roadmap for Phase 2, from cleanroom construction to the establishment of mass production lines.

It has been reported that Samsung E&A, Samsung Electronics' construction subsidiary, is currently advancing plans to dispatch dozens of personnel to the Taylor project site to support Phase 2 facility construction. However, the industry source emphasized that "if Samsung Electronics wants to rapidly advance mass production line construction after the cleanroom is completed, it must lock in large customers in advance."
