Hubei's Hanchuan City Conducts Specialized Training on Foreign Trade Practices and Overseas Intellectual Property Risk Mitigation

A specialized training session titled "Safeguarding Global Expansion, Ensuring Compliance for Long-term Success – 2026 Hanchuan City Foreign Trade Comprehensive Practices and Overseas Intellectual Property Risk Prevention" was recently held in Hanchuan City, Hubei Province. The event was jointly organized by the city's Market Supervision and Administration Bureau and the Commerce Bureau. Over 70 individuals, including key personnel and business leaders from major local export sectors such as textiles, apparel, children's vehicles, and food, participated in the training.

This initiative represents a significant step in advancing Hanchuan's provincial-level pilot program for early warning systems concerning overseas intellectual property risks. Its primary objective is to precisely address the various compliance challenges faced by foreign trade enterprises as they expand internationally, thereby supporting the high-quality development of the region's export-oriented economy. The training was co-hosted by the Hanchuan Foreign Trade Comprehensive Service Center and the Agricultural Bank of China's Hanchuan branch.

The program successfully broke down barriers between different departments and industries by assembling a team of seasoned experts from four key fields: customs supervision, cross-border finance, intellectual property protection, and international logistics. This collaborative effort established a multi-stakeholder, full-chain support platform for businesses. It further strengthens the coordinated inter-departmental and government-enterprise system for early warning and handling of overseas operational risks, solidifying the service support and institutional safeguards for the stable global expansion of foreign trade firms.

The training content was closely aligned with the practical pain points and difficulties encountered by businesses in overseas operations. It was structured around four core thematic modules, integrating policy interpretation, analysis of typical cases, and guidance on practical operational skills. The material was highly relevant to actual business needs, making it exceptionally practical and targeted.

Kang Luo, Section Chief of the Xiaogan On-site Operations Section under Hanyang Customs, delivered explanations on customs credit management, registration procedures for export food production enterprises, and rules for overseas market access. This guidance helps companies better utilize customs facilitation policies and build a robust first line of defense for export compliance. Instructors Zhang Huayu and Wu Chaoqun from the Agricultural Bank of China's Hubei Branch focused on exchange rate risk-neutral management and financial instruments like investment-loan linkage for tech-innovation-focused foreign trade firms. They provided practical, low-cost hedging solutions to effectively alleviate cross-border operational funding pressures and mitigate financial risks.

Jin Minghao, Dean of the Intellectual Property Research Institute at Wuhan Institute of Technology, systematically outlined key points across the entire process of handling overseas trademark squatting, foreign patent infringement, and cross-border intellectual property disputes. He guided enterprises on proactively establishing overseas IP protection systems and effectively utilizing public resources for IP rights protection abroad, such as the National Overseas Intellectual Property Dispute Response Guidance Center, thereby fastening the "safety belt" of intellectual property for companies going global. An expert from COSCO Shipping Lines (Wuhan) analyzed the current shifts in international shipping, sharing operational models for multimodal transport and solutions for optimizing and stabilizing supply chains. This addressed specific weaknesses for businesses, such as high international logistics costs and transportation instability.

This integrated, multi-domain training program received unanimous praise from the participating companies. Attendees widely acknowledged that the training was comprehensive in scope, highly professional, featured vivid and relatable case studies, and offered actionable practical methods, making it extremely instructive.

Leveraging the opportunity presented by the provincial pilot reform for overseas intellectual property risk early warning, Hanchuan City will continue to refine its grassroots-level system for preventing and controlling overseas intellectual property risks. The city aims to create a model example for county-level overseas IP risk early warning. Through comprehensive compliance services, it seeks to ensure the steady global expansion of foreign trade enterprises, thereby driving the city's export-oriented economy towards improved quality, enhanced efficiency, and stable, long-term growth.
