Shanghai Aims for Port-Type National Logistics Hub to Boost Global Supply Chain Capabilities

On August 18, the General Office of the Shanghai Municipal People's Government issued the "15th Five-Year Plan for the Development of Modern Logistics in Shanghai." The plan outlines a high-quality construction of national logistics hubs, with a focus on driving innovation in the commercial service-oriented national logistics hub. It calls for establishing a coordinated promotion mechanism for hub development, enhancing operational organization capabilities, integrating logistics resources within and around the hub, and achieving new breakthroughs in the development of a logistics headquarters economy.

The plan also accelerates the expansion and upgrade of the airport-type national logistics hub. This includes optimizing and upgrading the layout of logistics facilities in the western cargo area and the new eastern cargo area of Pudong International Airport, aiming to establish an "east-west dual-zone" air cargo pattern. Efforts will be made to increase the allocation of air routes, traffic rights, and cargo flight time slots, while supporting air logistics enterprises in setting up global logistics and supply chain operation bases around the hub.

Additionally, relying on the Lingang New Area, Shanghai will actively apply for the designation of a port-type national logistics hub, aiming to elevate the city's global logistics services and supply chain resource allocation capabilities.
