The vast cornfields surrounding Huanghaojie Town in Jingbian County are thriving, while the Shaanbei White Cashmere Goats in standardised pens are robust and well-fed. Relying on its advantageous agricultural foundation, the town has focused on advancing two key sectors: corn cultivation and Shaanbei White Cashmere Goat farming. Currently, the corn planting area is stable at 58,000 mu, and the goat population has reached 165,000.

As the industry expands, issues such as insufficient infrastructure and weak links between planting and breeding have emerged, hindering efforts to improve quality and efficiency. In response, the town is addressing these gaps, particularly by strengthening the "corn planting—feed processing—goat breeding" cycle. This shift aims to transform traditional farming into a more standardised and eco-friendly system, helping local families secure stable incomes through these industries.

Previously, many farmers followed extensive, rough-raising methods, causing significant waste of corn stalks, lacking scientific feed standards, and failing to curb illegal grazing. This disconnect prevented the full integration of the two sectors. To overcome these challenges, the town has secured project funds to support farmers in building standardised shelters and feed storage sheds, while promoting the use of integrated machinery for crushing and processing corn stalks. Wang Wei, a farmer from Miaowan Village, now raises over 200 sheep and plants more than 100 mu of corn, noting the positive impact of standardised practices. "Stalks are crushed and processed, with corn kernels turned into concentrated feed and stalks into roughage, making full use of resources. With scientifically balanced feed, goats fatten faster, and a moderately scaled farming household can expect an annual income of around 200,000 yuan," he said.

Amid this industrial growth, family farms and large-scale farmers have emerged. Gao Yongku, head of the Yongku Family Farm in Dajie Village, focuses on breeding fine-haired Shaanbei White Cashmere Goats, primarily for high-quality cashmere and premium breeding stock. The farm maintains 200 breeding ewes, which produce multiple lambs annually, yielding nearly 200 excellent offspring for sale each year. Top-quality ewes can produce up to seven jin of cashmere annually, generating substantial dual income from cashmere and breeding stock. Premium breeding goats typically sell for at least 3,000 yuan each, with elite specimens reaching up to 15,000 yuan. Additionally, the farm runs a feed processing operation, producing over two tonnes of feed daily, with a net income exceeding 1,000 yuan per day. By selling feed, Gao Yongku connects with local farmers, distributing superior breeds and sharing farming techniques to boost the region's white cashmere goat industry.

Policy support has been key to this prosperity. During the 14th Five-Year Plan period, Huanghaojie Town has assisted 417 households in building shelter and feed storage sheds. In 2025, a pilot subsidy programme for feed processing machinery was launched, receiving positive feedback. By 2026, the town plans to support 310 households in constructing standardised pens and provide feed processing equipment to 190 families. The goal is to raise the coverage rate of standardised infrastructure and efficient feed processing machinery among local farmers to 95% within three years, essentially achieving full coverage for large-scale breeders. The widespread adoption of standardised pens will improve rearing conditions, transition from free-range to orderly pen feeding, reduce illegal grazing, and balance industrial growth with ecological protection. The extensive use of feed processing machinery will enable the full recovery of stalks from the town's 58,000 mu of corn fields, establishing a genuine planting-breeding cycle.

Wang Xinyu, Deputy Mayor of Huanghaojie Town, stated that the subsidy policies have effectively lowered farmers' renovation costs and boosted confidence in developing the planting and breeding sectors. In the future, the town will continue to improve industrial support, create more demonstration farms, leverage the leading role of large farmers and family operations, extend the industry chain, and guide more residents into these core sectors. Using the circular farming model, it aims to broaden income channels and build a solid industrial foundation for comprehensive rural revitalisation.
