Hainan Authorities Solicit Tips on Tobacco-Related Crimes with Monetary Rewards

On April 9, the Hainan Provincial Public Security Department and the Hainan Provincial Tobacco Monopoly Bureau jointly issued a notice soliciting public tips on tobacco-related illegal activities. Verified reports will be rewarded by local tobacco monopoly authorities in accordance with established standards and procedures. The notice aims to implement the State Council's guidelines on cracking down on tobacco-related violations across the entire supply chain, strengthen market supervision, and maintain a healthy tobacco market environment in the province. This effort also seeks to protect national interests and consumer rights while supporting the development of the Hainan Free Trade Port. The scope of tip-offs includes illegal production, sale, import-export, transportation, or storage of counterfeit cigarettes, smuggled tobacco products, and unauthorized trade of cigarettes, cigars, or e-cigarettes. It also covers unauthorized manufacturing or distribution of tobacco machinery, illegal use of tobacco trademarks, and unlawful handling of tobacco leaves, cut tobacco, or related materials. Additionally, violations such as over-quota mailing or cross-region carrying of tobacco products, selling tobacco or e-cigarettes to minors, and other tobacco-related offenses are included. Authorities assure confidentiality for informants and pledge prompt investigation and feedback. Reports can be made to police at 110 or the tobacco monopoly bureau at 12313.
