Jingmen High-tech Zone Forges New Automotive Industry Chain Landscape

The process equipment for the Ling Tou Technology automotive parts project in Jingmen City has been successfully installed. Core equipment for the stamping, welding, and painting workshops has begun assembly, marking the transition of this key industrial chain project, with a total investment of 1.78 billion yuan, from civil construction to the new phase of equipment installation and debugging. This development accelerates the production capacity enhancement of the automotive industry chain in Jingmen High-tech Zone. In recent years, the zone has focused on building a modern automotive industry system centered on anchor enterprises, supported by supporting projects, and reinforced by service guarantees.

As the anchor enterprise of Jingmen's automotive industry, the Great Wall Motor Company Limited (601633) Jingmen base is the world's first intelligent manufacturing base for high-end off-road vehicles. Built to Industry 4.0 standards, its fully-process production workshops feature automation levels that lead the industry. By 2025, this base is projected to have produced a cumulative total of 219,000 vehicles, generating an output value of 47.856 billion yuan. Currently, the base has attracted over 40 industrial chain enterprises to cluster in Jingmen, achieving a local parts sourcing rate of over 30%.

Upon completion of the Ling Tou Technology project, the annual vehicle production capacity of Jingmen High-tech Zone will increase from 150,000 to 300,000 units. This expansion will not only meet the capacity growth demands of Great Wall Motor but also enhance local industrial chain support, reduce logistics costs, and improve supply chain responsiveness. "The Great Wall Motor Jingmen base aims to achieve a 50% local sourcing rate, deepening supply chain collaboration with local parts enterprises to build a more resilient industrial chain ecosystem," stated Zhang Guoxin, General Manager of Great Wall Motor's Southern Theater.

With the anchor enterprise leading the way and supporting companies following closely, Jingmen High-tech Zone has formed an industrial closed loop with upstream and downstream synergy between the OEM and its suppliers. Yang Qian, Legal Representative of Jingmen Ling Tou Intelligent Technology Co., Ltd., noted that as a vehicle manufacturer, the Ling Tou project has demonstrated "Jingmen speed." During the Spring Festival, nearly 100 construction workers remained on-site, the main structure was fully topped out on February 25th, equipment arrived on March 7th, and efforts are focused on achieving the first vehicle rollout by April 30th. The project is expected to create jobs for over 4,000 people, and 19 potential supporting companies have already initiated contact.

Core suppliers within the Great Wall Motor system are also planning to increase investment and expand production capacity this year. Nobo Automotive will invest 114 million yuan to expand several production lines, aiming for an annual output of 80,000 sets of automotive seats and soft trim products. Jinggong Automotive plans to expand chassis assembly, welding, and pickling lines to match Great Wall Motor's capacity needs. Mando Automotive intends to invest 320 million yuan to expand production lines, targeting an annual output of 550,000 automotive air conditioning units, 1.01 million cooling cores, 200,000 fans, 160,000 automotive lamps, and 320,000 automotive refrigerators.

Local enterprises are strengthening the weaker end of the industrial chain. Hubei Chifeng Machinery invested 22 million yuan to build new production lines and supporting treatment equipment, scheduled for operation in June this year. This will enable integrated production from raw material cutting and stamping to welding and surface treatment. "Previously, we only handled single stamping processes; welding and spraying required outsourcing, with logistics costs accounting for 10%," said Zhang Shuangyuan, the company's Chairman. "After full-process production begins, costs will significantly decrease, and product quality will be more controllable." The company has successfully expanded its clientele to include OEMs like Chery and Voyah, enhancing the industrial chain's resilience.

The rapid growth of the industrial chain relies on a fertile business environment. Jingmen High-tech Zone has established a full-cycle project service system centered on a linkage mechanism involving "Chain Leader, Chain Anchor, and Chain Innovation." For key projects, the zone implements a promotion mechanism characterized by "one project, one command center, one dedicated team, and seeing it through to completion." For the Ling Tou project, a special construction command center was formed by municipal and district authorities, with dedicated personnel from departments like housing construction, development and reform, and natural resources planning. Approval items within compliance boundaries are processed on the day of submission. The park operates a weekly reporting system to regularly collect enterprise challenges, with 80% resolved directly within the park. Senior district officials regularly conduct on-site inspections and meetings to ensure smooth project progression.

Regarding full-process services, the park implements an assistance and agency service model. Ma Yun, Deputy Director of the Party Leadership Group at the Jingmen High-tech Zone Park Construction Service Center, explained that dedicated personnel are assigned to assist with all approval procedures, from business license applications and land assembly to environmental and safety assessments. Functional departments proactively offer on-site services, eliminating the need for enterprises to navigate multiple agencies. For factor guarantees, the park collaborates with human resources departments to precisely meet enterprise labor needs through cross-provincial labor cooperation and order-based training via school-enterprise partnerships.

To further enhance industrial chain resilience, the zone is guiding parts enterprises to diversify their markets and explore transitions into related fields such as the low-altitude economy. "Jingmen High-tech Zone will consistently provide robust service guarantees, responding to and resolving challenges in project advancement promptly to safeguard industrial development," said Chen Qifu, Member of the Jingmen High-tech Zone Party Working Committee, Deputy Director of the Management Committee, and Standing Committee Member and Executive Deputy District Chief of Duodao District.
