On April 27, Ms. Wu, a resident of the Central Jun residential area in Hebeiyuan Community, Hehua Street, Kecheng District, expressed her gratitude as she looked at the lighting facility repaired by volunteer Master Yu. Master Yu, a homeowner in the community with skills in plumbing and electrical work, has often offered free door-to-door services to residents in need since joining the community's "Neighborhood Help Group" in 2018.
Previously, the Central Jun area faced challenges in infrastructure maintenance and public facility support. Coupled with limited interaction among neighbors, community governance encountered certain pressures. To enhance governance effectiveness, Hebeiyuan Community regularly convenes consultation meetings involving property management, resident representatives, and key party members. These meetings gather resident feedback and jointly develop governance measures, gradually establishing a grassroots governance model centered on neighborhood mutual assistance.
To better serve residents, the community conducted a comprehensive survey to identify residents' specialized skills. It recruited individuals skilled in areas such as plumbing, electrical repairs, and home services, forming an 18-member "Neighborhood Help Group" that provides free minor repairs and utility inspections. Simultaneously, to clarify the responsibilities of the community, property management, and residents, it was established that repair materials would be jointly covered by the property management and homeowners, labor costs would be borne by the property management, and the community would oversee coordination and supervision throughout the process. This collaborative mechanism, described as "residents contribute effort, property management provides a safety net, and the community coordinates," has effectively invigorated grassroots self-governance.
Given the characteristics of the Central Jun area, such as a high number of tenants, rapid population turnover, and management difficulties, the community, in collaboration with the homeowners' committee, continuously improved the governance system. It formed a neighborhood patrol team and innovatively implemented a "four-step method" for managing the floating population. This involves patrol checks to ascertain the population, facial recognition entry systems to strengthen access control, regular safety awareness campaigns, and standardized assessments to regulate rental behavior, achieving standardized management of the floating population.
Today, this governance model, centered on low-cost services and neighborhood mutual assistance, is being gradually promoted across various communities in Hehua Street. Qinglianli Community established a "5060 Help Group" offering warm neighborly assistance, "micro-employment" mutual aid, and integrated commercial-residential market events. Songyuan Community introduced low-cost home services and appliance inspections, balancing public welfare with sustainability. Chuhe Community relies on neighborly actions to unite volunteer efforts, continuously enhancing the effectiveness of grassroots governance.
"Neighborhood mutual assistance not only brings neighbors closer but also consolidates the collective strength for joint construction and governance at the grassroots level," stated the principal responsible person of Hehua Street. The next steps will continue to be guided by the "Hejia Huan" grassroots party-building brand, deepening tripartite collaborative governance. Efforts will focus on expanding the volunteer service team, enriching mutual aid service offerings, precisely addressing governance bottlenecks, improving the convenience service system, continuously enhancing the living environment, fostering neighborly harmony, and fully committed to creating a happy and livable home.
