Hebei Province Ports Embrace Green Transformation at the Start of the 15th Five-Year Plan

Enforcing a "one-port, one-policy" strategy, Hebei Province is driving profound changes in its transportation and energy structures, with ports showcasing a new wave of green transformation.

Starting with measures to control dust and wastewater, Hebei Port Group has continuously pushed for a deep transformation of its transport and energy frameworks, embedding green principles into the port's evolution to unlock new growth momentum. To date, the group's 11 specialized terminals have been recognized as four-star or higher green ports, achieving full coverage of specialized terminals with this rating. Represented by Hebei Port Group, the province's ports are advancing green transitions, consistently enhancing their ecological foundation, and firmly progressing toward a stronger maritime-focused development path.

With rippling waters and lush lotus leaves, a notable lotus pond near the Coal Phase V terminal at Qinhuangdao Port's East Harbor Area on August 1st captures attention. Pink lotus flowers stand gracefully, swaying in the breeze, as waterfowl occasionally skim across the water's surface. "Managing accumulated water at coal terminals has always been a persistent challenge," said Cai Zhiheng, manager of the Health and Environmental Protection Department at Hebei Port Group's Qinhuangdao Port Co., Ltd. The team utilized idle space at Qinhuangdao Port to construct a sedimentation pond with a maximum storage capacity of 218,000 cubic meters, forming a clear-water lotus pond at the easternmost end. This not only resolves severe waterlogging during rainy seasons but also allows the clean water to be reused for dust suppression spraying and green irrigation, promoting water resource recycling.

Dust suppression is a top priority for coal terminals. Qinhuangdao Port has established a comprehensive dust control system across the entire process, innovatively implementing a "five-step dust suppression method" that includes automatic unloading sprinklers, dry mist suppression, dynamic bottom-layer watering, wetting agent addition, and automatic empty vehicle cleaning, achieving significant dust control results. The Coal Phase III, Phase IV, Phase IV expansion, and Phase V terminals at Qinhuangdao Port have been recognized as the nation's first five-star green port areas. Due to the difficulty of pollution prevention and control at bulk dry cargo terminals handling primarily coal and iron ore, green port creation has become a challenging focal point in the industry. "We are intensifying research and innovation in key green technologies, creating green ports with differentiated approaches," said Zhang Xiaojiang, deputy director of the Health and Environmental Protection Department at Hebei Port Group. Each subsidiary port, based on its business characteristics and actual conditions, conducts in-depth exploration with tailored focuses, developing green port construction plans that meet practical needs, forming a "one-port, one-policy" green development pattern. Qinhuangdao Port adheres to the principle of "the port area as a scenic area," designing industrial-style, port-characteristic, and fashionable spaces such as the "Qinhuangdao Port Impression" cultural embankment, the Coal Phase V pocket park, and a sea-viewing platform, showcasing the modern evolution of this century-old port. Using the port as a link, integrating ecology, industry, and culture, the Qinhuangdao Port Industrial Tourism Zone has become a popular attraction, drawing many visitors.

Tangshan Port, focusing on enhancing the green transportation capacity of bulk dry cargoes, has built a "100-kilometer zero-emission green transportation ecosystem," reducing daily fossil fuel vehicle usage by approximately 550 trips and cutting annual carbon dioxide emissions by about 5,000 tons. Huanghua Port's comprehensive port area, concentrating on constructing long-distance, new-energy green transportation corridors, has established new energy heavy-duty truck routes like Huanghua Port to Yuanping in Shanxi, with the green transportation ratio of iron ore exceeding 80%. At the container terminal of Tangshan Port's Jingtang Port Area, intelligent unmanned transport vehicles shuttle back and forth, while quay crane spreaders accurately rise and fall, continuously loading containers onto docked ships. "Green and smart technologies are playing an increasingly vital role in port development," said Liu Lei, deputy general manager of Jintang Container at Hebei Port Group's Tangshan Port Group. They have deployed globally first-of-their-kind efficient through-type dual-trolley quay cranes, double-trolley rail-mounted gantry cranes, and intelligent unmanned transport vehicles, significantly optimizing operational processes, reducing operation times, and cutting annual carbon emissions by over a hundred tons.

The widespread use of green energy makes port operations cleaner and more efficient. The Jingtang Port Area's container terminal has built a distributed photovoltaic project with an installed capacity of 2.3 megawatts, with all generated power used for production operations. Shore power equipment at the terminal has achieved 100% full coverage, establishing a green energy supply network. Caofeidian Port Group's Ore Terminal is actively promoting the use of new-energy vehicles for port transportation, with the number of new-energy vehicles exceeding 9,200, accelerating the formation of a new green transportation model. Transitioning and upgrading with a green focus, port development is brimming with vitality. In recent years, total suspended particulate matter at Hebei Port Group's main port areas has continued to show a declining trend. The group's cargo throughput has grown year after year, with combined throughput of coal and ore ranking first among coastal ports nationwide, further solidifying its position as a key national hub for energy and raw materials.
