Province Plans 22 Billion Yuan Investment in Urban Renewal Projects for This Year

An official document has been released outlining a strategy to enhance urban development quality, setting a clear goal to establish a modern urban system aligned with the Hainan Free Trade Port by 2035.

The plan, titled "Implementation Opinions on Promoting High-Quality Urban Development," was detailed in a dedicated policy briefing held in Haikou.

The framework aims to build a modern, people-centric city with distinctive Hainan characteristics by 2035, following a development path that integrates provincial coordination and island-wide urbanization.

The strategy is structured into ten sections with 27 specific measures, focusing on a core development target, enhancing six key aspects, and establishing three central hubs.

The initial section establishes the overarching vision, principles, and strategic positioning for urban work, targeting significant progress by 2030 and the fundamental completion of the modern city by 2035.

Subsequent parts concentrate on refining the urban system by promoting integrated island-wide development, strengthening central and nodal cities, and boosting the comprehensive capacity and unique vitality of towns.

The core of the plan involves seven major tasks corresponding to the six facets of a modern city: innovation, livability, beauty, resilience, civility, and intelligence.

To ensure implementation, relevant departments will coordinate efforts, integrating these tasks into the upcoming "15th Five-Year Plan" for high-quality housing and urban-rural development.

The key initiatives include fostering industrial transformation to support innovative cities and utilizing urban renewal as a tool to enhance livability.

During the "15th Five-Year Plan" period, planned investment for district urban renewal and renovation projects totals 140 billion yuan, with 22 billion yuan allocated for 2026.

Other priorities involve promoting green, low-carbon transitions for beautiful cities, reinforcing quality and safety for resilient cities, protecting historical and cultural heritage for civilized cities, advancing digital transformation for smart governance, and deepening international cooperation for open cities.

Regarding project planning and funding, authorities have been actively preparing urban renewal and underground pipeline projects, seeking various financial supports.

To date, a reserve of 378 projects has been established, including old residential area renovations and urban village upgrades, with a total investment value of 120.1 billion yuan.

Over the past three years, approximately 34.583 billion yuan in policy funds has been allocated to support 532 urban renewal projects.
