This innovative AI-driven system tackles common pain points in grassroots governance, including laborious policy searches, challenging eligibility calculations, and time-consuming cross-departmental procedures, by integrating a dedicated knowledge base with advanced large language models.
At the core of this initiative is a custom-built "expert knowledge base" that anchors the AI's capabilities and ensures accurate, authoritative responses. To overcome the issues of generic AI models, such as hallucinations or vague output, subdistrict business leaders co-developed this localized repository containing policies and historical case studies. The AI then performs precise fine-tuning and reasoning based on this localized data. Supporting this is the AIMS (AI Management System) backend, which provides four core capabilities: comprehensive process traceability for audit and review, a "T+1" rapid policy update mechanism, intelligent multi-dimensional data analysis for decision-making, and robust security controls that reserve manual review for highly sensitive matters.
The platform introduces the digital avatar "Xiaobao" as its public-facing representative to enhance the client experience. Phase one deployment empowers frontline personnel with three key tools: lightning-fast smart policy matching, multi-modal intelligent form filling, and a question-and-answer case library containing 28 real-world scenarios. These tools are designed to make operations more efficient for both the public and staff, effectively moving administration toward a smarter, more human-centric model.
These digital upgrades are already delivering tangible benefits to residents. For instance, a local resident named Mr. Zhang shared that previously, applying for low-rent housing involved over half an hour of form-filling and calculations with a constant fear of missing documents. Now, with system-generated calculations and auto-filled forms via ID card reading, the process is completed in seconds. This "less writing, less submission" approach drastically cuts wait times for citizens.
The platform is also transforming the working lives of government employees. A frontline staff member named Xiao Li noted that previously, tackling complex tasks across various departments required time-consuming research into numerous constantly updated policy documents. Now, with instant policy references and AI-precise calculations at their disposal, even newcomers can answer resident inquiries as confidently and accurately as experienced workers, allowing them to concentrate more on direct communication and service quality.
Beyond its front-end service tools, the platform functions as a powerful back-end management asset by shifting governance from "experience-based" to "data-driven" decision-making. It features intelligent voice-dialogue detection that automatically identifies non-compliant language, such as prevarication or perfunctory responses, and generates quality scores to guide targeted training. Administrative statistics have also been streamlined with one-click periodic performance report generation and automatic business anomaly analysis, helping managers pinpoint service bottlenecks.
Li Qifeng, Director of the Subdistrict's Community Affairs Service Center, explained that previously, evaluating service quality and compiling data required manual processes that were both time-consuming and prone to delays. The new AIMS backend provides direct data-driven insights, from identifying service deficiencies to determining the busiest periods of the day. This "seeing data" approach offers a comprehensive view for full-dimensional digital management, fundamentally reshaping grassroots administrative methods.
Currently, the first phase focuses on refining a "few but excellent" set of stable and mature scenarios, prioritizing precision policy matching and one-click report generation. Looking forward, the platform aims to transcend single-question limitations to provide linked answers covering multiple policy domains in one consultation, ensuring residents can resolve issues in a single visit. By integrating all public data, the subdistrict plans to generate window service profiles and business heat maps, ultimately building a comprehensive AI companion system encompassing an employee training assistant, the "Xiaobao" resident advocate, and a director's governance dashboard.
With its manageable, auditable, and iteratively evolving AI, Baoshan Road Subdistrict is set to enhance its governance efficiency, fulfilling the smart, people-first promise of making data work harder so that residents can do less.
