Canadian PM Carney Proposes Global Tech Stability Body to Bolster AI Safeguards

Canadian Prime Minister Mark Carney stated that Canada aims to champion the creation of an international "technology stability" institution, designed to oversee the evolution of artificial intelligence and confirm that the technology remains safe. "There needs to be coordination," Mr. Carney said in an interview on Monday. "Ultimately, in our view, a technology stability board modeled on the Financial Stability Board would be a sensible approach." He added that this represents an opportunity, suggesting that in the end, it will lead to the creation of greater value and deliver more significant benefits for all parties involved.

Mr. Carney also indicated that the Canadian government would soon unveil reforms intended to boost the competitiveness of the nation's tax framework and speed up federal approvals for significant projects, aiming to complete such assessments within a one-year timeframe. "Canada is under-invested in terms of foreign capital," Mr. Carney remarked. When questioned about the escalating tensions in U.S.-Canada trade relations, he conveyed his belief that a mutually advantageous agreement to lower trade barriers remains achievable. "We are ready to sit at the table and move this forward," he stated, also noting that he welcomed President Trump's weekend comments expressing confidence that a deal between the two countries could be reached imminently.

At a summit organized by Mr. Carney in Toronto, he and senior officials are preparing to present their case to over 100 globally recognized investors, including Blackstone, Singapore's Temasek Holdings, and Apollo Global Management. Canada has prepared a list of investment opportunities, encompassing over 160 projects that require hundreds of billions of Canadian dollars in funding, although some of these projects remain in a very early planning phase. The investment slate includes a proposed crude oil pipeline to Canada's west coast, the Ksi Lisims LNG export facility in British Columbia, and a data center campus in Alberta with a total investment of C$14.5 billion (US$10.4 billion). Furthermore, the governments of Ontario and Alberta have each produced their own promotional booklets for the occasion.
