Policy Boost for Assistive Devices and Brain-Computer Interface Sector as 14 Ministries Issue Joint Action Plan

Multiple government ministries have jointly issued a three-year action plan to expand and enhance the rehabilitation assistive devices industry, providing policy support for related technologies including brain-computer interfaces.

The Ministry of Civil Affairs and 13 other departments have released the "Three-Year Action Plan for Capacity Expansion and Quality Improvement in the Rehabilitation Assistive Devices Industry (2026–2028)." The plan outlines over 20 specific measures across six key areas, including application demonstration, industrial optimization, innovation capability enhancement, policy effectiveness, market environment, and talent development.

With dual goals of addressing essential public needs and promoting industrial upgrading, the plan aims to establish a new industrial development pattern by 2028, characterized by stronger market players, robust infrastructure support, enhanced branding, active market participation, and innovation leadership.

Key initiatives include promoting the integration of "rehabilitation assistives +" across various scenarios, building urban and rural service networks, and expanding models like shared rentals. On the industrial front, the plan focuses on cultivating leading and specialized enterprises in key regions like Beijing-Tianjin-Hebei, the Yangtze River Delta, and the Greater Bay Area, while advancing smart manufacturing and green factory development.

In terms of innovation, the plan prioritizes a medical-engineering integration approach to tackle cutting-edge technologies such as brain-computer interfaces, rehabilitation robots, and bionic prosthetics. It also calls for establishing national-level research and innovation platforms to facilitate the commercialization of technological achievements.

According to a CCID Consulting report, China's rehabilitation medical device industry reached a scale of 107.24 billion yuan in 2025, marking a 17.4% year-on-year increase. The market is projected to exceed 150 billion yuan by 2027. Within this sector, brain-computer interface technology is seen as being on the cusp of significant growth.

Since gaining widespread attention, the number of companies in the BCI space has surged rapidly, fueled by strong capital market interest. Data from a 2026 industry report indicates there are now over 800 BCI-related companies globally, with nearly 200 based in China, accounting for approximately 22% of the total.

Policy backing at both national and local levels is also accelerating. For instance, Guangdong province recently released its own action plan for the coordinated development of BCI technology and industry from 2026 to 2030, outlining specific quantitative targets covering the entire chain from R&D and regulatory approval to hospital adoption.

In recent industry developments, a joint laboratory for brain-computer interfaces established by New Journey and Peking University was inaugurated on July 9. The lab leverages Peking University's academic research capabilities and New Journey's extensive network of healthcare facilities to focus on technological innovation and application scenarios for "non-invasive brain-computer interfaces + rehabilitation robots."

Research directions include integrating BCI with exoskeleton robots, finger joint robots, and closed-loop cognitive neuromodulation training. A university official stated that BCI has been listed as one of six future industries in the national development plan, and the lab aims to accelerate the development and commercialization of its proprietary non-invasive BCI products within three years to meet rehabilitation needs.

Industry analysis suggests the BCI sector is transitioning from proof-of-concept to clinical application and commercial competition, with the next three years being a critical window for establishing a viable closed-loop ecosystem. On May 18, China initiated its first multi-center clinical trial for a domestically developed 128-channel fully implantable BCI system, a significant step towards clinical translation led by a major Beijing hospital, offering new hope for patients with paralysis.

Analysts note that with the combined resonance of supportive policies and capital, the BCI industry is entering a new phase of accelerated growth. Investment recommendations are segmented by technology approach: for invasive BCI, companies like Botuo Bio and Sanbo Brain are highlighted; for semi-invasive/interventional approaches, progress from HeartCare-B (06609) and Borui Kang is noted; for the non-invasive segment, medical-focused companies with strong sales capabilities, such as Xiangyu Medical and Weisi Medical, are mentioned alongside consumer-focused players like BrainCo.
