Beijing Property Market Sees Moderate Recovery as Policy Effects Continue to Unfold

The Beijing property market maintained stable overall operations during the New Year holiday. Although factors such as returning home and travel led to a slowdown in homebuyers' viewing schedules, feedback from the frontline and transaction data indicate that the market remains within a relatively active range.

During the New Year period, visits to multiple new housing projects in Beijing revealed that many developments chose to remain open during the holiday, with sales offices operating normally to receive clients. Compared to previous years, the market atmosphere during this year's holiday was relatively subdued, yet project sites were not deserted. Sales offices were decorated with New Year elements, featuring red gift boxes at entrances and horse-shaped New Year ornaments displayed in lobbies, creating a festive ambiance. Sales staff maintained their regular reception pace, with clients occasionally entering for consultations.

"Holiday visitor traffic wasn't concentrated, but overall sales performance remains acceptable," a project sales consultant in Chaoyang District stated. The project launched limited-time discounts and special-price units, attracting some previously interested clients to revisit during the holiday to discuss payment plans and pricing details.

In the secondary market, recent policies including relaxed purchase restrictions and reduced value-added tax rates have significantly boosted market activity. On December 30, 2025, the Ministry of Finance and the State Taxation Administration issued an announcement stating that individuals selling homes purchased within two years would pay VAT at a 3% rate on the full sales amount, while those selling properties held for over two years would be exempt from VAT.

A second-hand property agent noted that although VAT is technically borne by sellers according to regulations, buyers often end up paying these taxes in practice. Following the new policy's implementation, buyer burdens have noticeably decreased, resulting in improved recent market performance and increased property viewings.

Data from Centaline Property shows that Beijing's second-hand residential transactions reached 17,181 units in December 2025, marking a 20% increase from November and exceeding 14,000 units for two consecutive months. After the optimized purchase restriction policies were announced on December 25, 2025, average daily transactions reached 702 units.

"Since the new policies took effect, visitor numbers to multiple new developments in Beijing have increased by over 30%, while secondary property viewings have also risen significantly, driving up market transaction volumes. Combined with market expectations for a 'small spring' in 2026, some previously hesitant buyers have shown stronger willingness to enter the market," said Zhang Dawei, Chief Analyst at Centaline Property.

Yan Yuejin, Vice President of the Shanghai E-House Real Estate Research Institute, commented that overall, against the backdrop of continuous policy optimization, Beijing's property market is undergoing a moderate recovery process with policy effects continuing to be released.
