Massive Offshore Sand Mining Project in Zhuhai Secures Official Mining Permit

A major sea sand mining project in Guangdong's Zhuhai region has officially received its mining license. The Zhuhai Municipal Bureau of Natural Resources recently granted the permit to Chaowei Ocean Resources Technology (Zhuhai) Co., Ltd. for Block No.1 in the southeastern sea area of Gaolan Island, marking a significant step toward full-scale operations.

The project is located approximately 30 kilometers southeast of Gaolan Island, covering a sea area of 2.799815 square kilometers. According to the listing documents and environmental impact assessment approval, the project is designed with an annual mining scale of 21 million cubic meters. The total concession period is 3 years (including a 4-month preparation period, with an actual mining period of 2 years and 8 months). It allows for the extraction of 55.9874 million cubic meters of raw sea sand, with total controlled and inferred reserves reaching 71.7439 million cubic meters.

Notably, this project was previously listed for sale in 2024 with a starting price of approximately 2.736 billion yuan. Comparing the two rounds of listing conditions reveals a significant reduction: the successful starting price was slashed by 1.672 billion yuan. The unit resource price also dropped sharply from 38.13 yuan per cubic meter to 14.83 yuan per cubic meter, a decrease of 23.3 yuan per cubic meter, substantially lowering the market entry barrier.
