A press conference for the "Beijing E-Town" special session of the "15th Five-Year Plan" series was held on July 27. Kong Lei, Secretary of the Beijing E-Town Working Committee, announced that during the 15th Five-Year Plan period, the area will focus on next-generation intelligent manufacturing. This will drive the dual engines of advanced manufacturing and modern services. By 2030, the target is to establish eight industrial clusters each exceeding 100 billion yuan in value, with a total industrial output reaching 1 trillion yuan. High-tech manufacturing output is expected to account for over half of the total industrial output from enterprises above a designated size, and the number of national-level smart factories and green factories should reach 100.

Focus 1: Robot production capacity to reach 500,000 units by 2030

Kong Lei stated that the area will leverage artificial intelligence's core driving role by implementing an "AI+" action plan. This plan emphasizes full-stack autonomy, full-scenario perception, and full-industry application, with a strong push to develop the token economy. The goal is to build a globally influential city centered on artificial intelligence. By 2030, the area's intelligent computing power is set to reach 100,000 PetaFLOPS, with over 60% of manufacturing enterprises above a designated size adopting AI technology. Simultaneously, the area will strengthen its three dominant industries: integrated circuits, pharmaceuticals and healthcare, and intelligent connected vehicles. Vehicle production is expected to exceed 1.3 million units annually by 2030. The area will also expand four emerging pillar industries. In the robotics sector, production capacity is targeted to reach 500,000 units by 2030, with 600 robots per 10,000 employees in manufacturing enterprises above a designated size. A series of robotics innovation platforms will be established, and the humanoid robot half-marathon brand event will be continuously upgraded. For the intelligent terminal industry, the goal is to create a global hub for defining AI terminal products and a smart manufacturing center. An intelligent terminal industry district will be built, focusing on new devices like smartphones and smart glasses, with the "Yizhuang First" AI terminal count exceeding 1,000. In the aerospace technology sector, the aim is to build an industrial cluster of "a thousand enterprises collaborating, a thousand satellites entering orbit, and 100 billion yuan in revenue," with high-standard construction of an aerospace district. In the advanced energy sector, the focus will be on breakthroughs in new energy storage core technologies like solid-state batteries, building a national-level wind power technology innovation center, and deploying pilot platforms for advanced energy sources such as space solar and perovskite, creating a new energy system. Kong Lei emphasized that the area will also proactively lay out a range of future industries. Key areas include breakthroughs in 6G communications, quantum information, brain science and brain-computer interfaces, biomanufacturing, fusion energy, and new materials. Forward-looking planning will cover optoelectronics, fourth-generation semiconductors, digital cells, artificial life, and atomic-level manufacturing. The goal is to accelerate core technology breakthroughs and application scenario exploration in these cutting-edge fields, seizing new tracks for future industry development. By 2030, the area aims to cultivate a batch of nationally leading future industry innovation clusters and strive to become a national-level future industry pioneer zone. The area currently hosts nearly a quarter of the city's future industry enterprises above a designated size, gathering over 800 core enterprises in the AI industry chain and more than 300 robotics and intelligent manufacturing companies, including 75% of the nation's commercial rocket integrators. It has also established the first embodied intelligence super factory in the Beijing-Tianjin-Hebei region and the city's first token factory. The area has been officially approved as a municipal-level future industry pioneer zone, forming an innovation source with industry influence.

Focus 2: Implementing embodied intelligence social experiments, opening robot restaurants, etc.

Wang Lei, Deputy Secretary of the Beijing E-Town Working Committee and Director of the Management Committee, stated that to address the verification and iteration needs of new technologies and products, the area will use the entire city as a city-level experimental platform to incubate future industries, promoting scenario innovation and demonstration applications. The area will implement embodied intelligence social experiments, opening robot 4S stores, robot restaurants, and robot community elderly care stations. "We adhere to the principle of 'promoting research through competition and promoting application through competition,' pioneering events like the humanoid robot half-marathon, hotel robot, landscaping robot, and health care robot competitions. The purpose is to conduct extreme stress tests on core capabilities like autonomous navigation and motor control in real, complex environments, accelerating the industry's output of technical standards," Wang Lei said. The area has created the nation's first high-level autonomous driving demonstration zone, advancing the collaborative construction of intelligent connected and smart city systems into the 4.0 stage. It has deployed over 1,500 vehicles, which have driven more than 62 million kilometers. These practices provide important platforms and channels for cutting-edge technologies to move from the "lab" to the real world.

Focus 3: Driving frontier technologies from "lab" to "application field"

The area will accelerate the upgrade of the international science and technology innovation center's main platform capabilities. It will improve the demand-oriented science and technology plan formation mechanism, strengthen basic research layout, and increase the proportion of basic research investment. A high-quality enterprise gradient cultivation system will be established, supporting leading enterprises to form innovation consortia and encouraging one-person companies to innovate and start businesses. By 2030, the total number of national and municipal-level R&D institutions in the area is expected to exceed 600, with over 3,000 national high-tech enterprises. The number of national-level specialized and new "little giant" enterprises should reach 250, with an average of 5,000 new technology-based enterprises established annually. The number of invention patents granted per 10,000 employees in enterprises is projected to reach 200. The area will focus on five major areas: autonomous driving, robotics, aerospace technology, advanced energy, and urban governance, driving frontier technologies from the "lab" to the "application field." The area will also further build a full-chain incubation service system: "concept verification – technical service – prototyping center – pilot base." It will accelerate the construction of a venture capital cluster, strengthen cooperation with world-renowned science and technology parks and top innovation regions, and host major brand events like the World Robot Conference, fostering a culture of geek and engineering excellence. By 2030, the fund scale of the entrepreneurship and venture capital system is expected to reach 200 billion yuan.

Focus 4: Adding over 5 million square meters of industrial space through urban renewal

To create a first-class business environment, during the 15th Five-Year Plan period, the area will add over 5 million square meters of industrial space through urban renewal and 500 hectares of industrial land through land reserves. The effective supply of standard factories, professional incubators, and high-level industrial parks will be expanded. The supply capacity of innovation elements like data, computing power, and models will be strengthened to reduce comprehensive costs for enterprises. The area will also accelerate the clustering of high-level institutions such as multinational company regional headquarters, functional headquarters, and foreign R&D centers, aiming to become the premier choice for foreign investment. The goal is to form two export-oriented industrial clusters valued at 100 billion yuan each, in automotive and components, and electronic information. By 2030, the cumulative actual utilization of foreign capital is expected to double, with the number of foreign R&D centers reaching around 180. Regarding Beijing-Tianjin-Hebei collaborative development, the area will build an industrial spatial layout of "one core, two axes, and three zones." It will focus on cutting-edge technologies and high-end factors to create an innovation-led core, building an industrial innovation and development axis in the southern part of the capital and a Beijing-Tianjin-Hebei industrial collaboration axis. This will drive the integrated development of high-end manufacturing clusters, intelligent economy demonstration zones, and international innovation ecological zones. The area will also become a new highland for coordinated development in the southern part of the capital. By focusing on cross-regional industrial collaboration, infrastructure optimization, and management mechanism improvement, it will fully support the construction of Beijing's sub-center and comprehensively strengthen coordinated development with the Daxing District. The area will also serve as a new fulcrum for Beijing-Tianjin-Hebei industrial collaboration. It will accelerate industrial innovation and development in key areas like Tongzhou-Wuqing-Langfang, building innovation element matchmaking platforms and promoting the clustering of industrial and supply chains within the Beijing-Tianjin-Hebei region.

Focus 5: Improving the multi-level housing security system of "one bed, one room, one apartment"

Kong Lei stated that over the next five years, the area will balance "technological style" with "urban vitality," building a happy life circle at residents' doorsteps. Childcare services for young children will be strengthened, and the construction of 11 new and expanded schools, including the Beijing Normal University Affiliated Middle School Yizhuang New City School, will be accelerated, adding over 20,000 new basic education spots. The construction and operation of several hospitals, including the new campus of the Children's Hospital and the third phase of Beijing Tongren Hospital Yizhuang Campus, will be expedited. An age-friendly society will be built, fully establishing a three-tiered elderly care service network. The multi-level housing security system of "one bed, one room, one apartment" will be improved, with an expected addition of over 16,000 government-subsidized rental housing units. In terms of integrated cultural, commercial, tourism, and sports development, the area will promote the operation of cultural facilities like Yicheng Academy, Yicheng Theater, Digital Art Museum, China Acrobatics Art Center, and Tongming Lake Grand Theater, developing cultural formats such as national trend, immersive performances, and small theater shows. Key projects include building the Creative Life Plaza as a city-level park commercial complex, constructing characteristic commercial streets and night-time economy clusters, and launching new "industrial technology tourism+" scenarios. The area will also further strengthen the convenient transportation system, densify the rail transit network, and promote the operation of the Yizhuang Line, Line 5, and Line 10 interconnection projects, as well as the second phase of the intercity railway connection line. New urban vitality micro-centers will be created around rail stations like Beishenshu, Jiahuihu, and the western area of the development zone. The upgrade of the Fifth Ring Road's function and the capacity expansion of the Beijing-Shanghai Expressway will be promoted, upgrading the area's external transportation connections.
