National Healthcare Security Administration Releases Roster of Pharmaceutical Firms With 'Severe' and 'Extremely Severe' Credit Violations

The Medical Price and Procurement Guidance Center, operating under the delegation of the National Healthcare Security Administration, has compiled and published a list of pharmaceutical enterprises rated as carrying 'extremely severe credit violations' or 'severe credit violations' by various provincial authorities as of July 1, 2026.

Starting from the third quarter of 2025, the evaluation of credit violation levels is based on the 2025 edition of the discretionary standards, categorizing violations into two tiers: 'extremely severe' and 'severe'. Companies previously assessed under the 2020 edition with 'extremely serious' or 'serious' ratings will continue to be listed publicly until the expiration of their original violation status period, provided that the prior classification remains active.

Note 1: The 2025 edition of the Operational Guidelines for Credit Evaluation in Medical Price and Procurement took effect in the third quarter of 2025. Ratings of 'severe' and 'extremely severe' violations are determined according to the 2025 criteria, while 'serious' and 'extremely serious' levels follow the 2020 standards.

Note 2: A total of 12 companies, including Yunnan Jiye Pharmaceutical Co., Ltd., Jiangxi Zhixiang Industrial Co., Ltd., Beijing Tongrentang (Bozhou) Prepared Slices Co., Ltd., Guangzhou Xianglinyue Medical Technology Co., Ltd., Guangzhou Chengyi Import & Export Co., Ltd., Guangdong Xinhongyuan Pharmaceutical Co., Ltd., Kunming Xinshengyuan Medical Devices Co., Ltd., Anhui Hejitang Traditional Chinese Medicine Slices Co., Ltd., Shanwei Xingteng Medical Equipment Co., Ltd., Guangzhou Zhenkang Pharmaceutical Co., Ltd., Maoming Kangte Pharmaceutical Co., Ltd., and Haikou Pharmaceutical Factory Co., Ltd., have rectified their misconduct, resulting in the clearance of their violation ratings.

Note 3: The credit rating for price and procurement is primarily determined by the severity of factors such as the amount of bribes paid, irregular pricing behavior, and disruption of centralized procurement order. For instance, cumulative bribe amounts exceeding 10,000 yuan lead to a 'credit violation' rating, amounts surpassing 500,000 yuan result in a 'severe credit violation', and amounts exceeding 1 million yuan warrant an 'extremely severe credit violation' rating.

Note 4: Depending on the credit rating of a pharmaceutical company, enforcement measures may range from warnings, risk notifications, and public disclosure of violation information, to restrictions or suspensions of the company's listing, bidding, or distribution qualifications for the involved or all of its pharmaceutical and medical consumable products. For example, companies rated as 'serious violations' face measures such as canceling the listing and distribution qualifications for the products involved. For those rated as 'extremely severe violations', the measures extend to canceling the listing and distribution qualifications for all their products within the province, as well as nationwide for the products involved in the case.
