The RCEP Industry Cooperation Committee released a report on August 17 in Beijing, titled the "China-ASEAN Artificial Intelligence Development Cooperation Report." The report emphasizes that the foundation for AI collaboration between China and ASEAN is solid and well-aligned.

After years of strategic development, China has built comprehensive industrial chain capabilities, extensive experience in large-scale scenario applications, and advantages in developing vertical domain solutions. In contrast, ASEAN offers a vast end-user market and a multilingual environment. The high degree of compatibility between supply and demand creates ample room for cooperative growth.

The report notes that the ongoing acceleration of regional digital transformation provides significant opportunities for China to export intelligent technologies and deploy application projects to ASEAN. Several key Chinese provinces are leveraging their unique strengths to advance specialized and differentiated AI cooperation with ASEAN. For example, Shanghai, utilizing its advantages as an international shipping and open hub, has launched collaborative projects with multiple ASEAN countries in areas such as smart ports and urban digital governance.

The report further suggests that China can implement precise cooperation strategies tailored to the varying development levels of ASEAN nations. For instance, with Singapore and Malaysia, the focus should be on high-end technology research and development, joint standard-setting, and innovation incubation. For Vietnam, Thailand, and Indonesia, the emphasis should be on deep application of smart manufacturing and smart agriculture scenarios. For Laos, Cambodia, Myanmar, and Timor-Leste, the priority should be infrastructure assistance, technology普及, and talent training.

Xu Ningning, Chairman of the RCEP Industry Cooperation Committee, stated that deepening China-ASEAN AI cooperation is a crucial step in implementing bilateral strategic deployments and activating the region's digital economy. The release of this report clarifies key directions for AI cooperation, playing a positive and practical role in deepening bilateral digital collaboration, narrowing the regional digital divide, and supporting the building of a China-ASEAN community with a shared future.
