Liaoning Province has released a notice supporting the scientific development of new energy storage. The policy encourages the large-scale deployment of flow batteries, compressed air, flywheels, and lithium batteries, while also backing pilot projects for molten salt and hydrogen storage. By 2027, the province aims to have over 5 GW of new energy storage capacity installed, with a project list management system for independent storage stations offering capacity compensation and other support.

Quzhou City in Zhejiang Province has published its "15th Five-Year Plan" implementation plan, which focuses on coordinating regional computing power layout and promoting the synergistic development of computing and electricity. The plan includes accelerating the construction of intelligent computing centers and immersed liquid cooling computing centers, with a goal of reaching over 2000 PFlops of dispatchable computing power by 2030.

Xintai City in Shandong Province has released its "15th Five-Year Plan" outline, which promotes the development of park microgrids. The plan aims to build a new "wind-solar-storage-DC-flexible" integrated energy supply system, creating a closed-loop industrial ecosystem for new energy power generation, application, storage, and equipment.

Chaonan District in Shantou, Guangdong Province, has issued its "15th Five-Year Plan" outline, which includes building a diversified energy storage coordination system. The plan supports the integration of smart microgrids with source-grid-load-storage projects and aims to cultivate replicable new energy storage projects.

Overseas Markets

Samsung SDI has announced it will acquire the remaining 49.99% stake in its joint venture with General Motors, Synergy Cells. Once completed, the acquisition will turn the facility into Samsung SDI's first independent battery production subsidiary in North America, effectively ending the joint venture. The company is accelerating its pivot to energy storage, with plans to convert production lines at its other joint venture plant with Stellantis to produce lithium iron phosphate batteries for energy storage systems, including a dedicated line for Tesla's Megapack expected to begin production in 2027.

UK-based battery storage and EV charging company Zenobē has entered the German market by acquiring developer SDP Energie. The deal includes a 1.75 GW pipeline of grid-scale battery storage projects across Germany, with a total development pipeline of 4 GW. The partnership combines SDP's local regulatory expertise with Zenobē's operational experience in the UK.

The world's largest commercial sand battery system has been commissioned in Pornainen, Finland. Developed by Polar Night Energy and operated by Loviisan Lämpö, the 100 MWh thermal energy storage system uses high-temperature heat storage technology. It offers a low-cost, rare-earth-free solution for long-duration energy storage, addressing the intermittency of renewable sources like wind and solar.

Spain's Ministry for Ecological Transition and the Demographic Challenge has awarded 430 million euros in subsidies to 524 innovative projects under its RENOINN2 program. The selected projects will add approximately 1.23 GW of new renewable energy capacity and 2.32 GWh of energy storage, an eightfold increase in storage capacity from the first round. Catalonia leads with 189 projects.

Raw Materials

A 10,000-tonne-per-year sodium-ion battery cathode material project has been announced in Zhijin, Guizhou Province. Phase one of the project, with an investment of 108.38 million yuan, will have an initial capacity of 5,500 tonnes per year of polyanionic cathode materials.

Construction progress has been reported for the Jiameng Energy high-specific-energy supercapacitor and energy storage system integration project in Jinzhou. The project, which started in May, has a six-month construction period and is expected to begin production in December. The first phase will invest 300 million yuan to build standardized supercapacitor production lines, PACK module lines, and storage system integration lines.

Guibao Technology has stated that its 50,000-tonne-per-year silicon-carbon anode material and adhesive project is progressing as planned. The company has already brought online 3,000 tonnes of silicon-carbon anode capacity and 15,000 tonnes of adhesive capacity. A further 7,000 tonnes of silicon-carbon anode capacity is expected to be operational by 2026.

A pilot project for a lithium battery black phosphorus-based anode is proposed for Kunming, Yunnan Province. The project, invested by Yunnan Phosphate Group, plans to build a pilot plant with an annual capacity of 20.5 tonnes of black phosphorus, of which 10.25 tonnes will be used to produce 14.7 tonnes of phosphorus-carbon anode material.

A renovation and expansion project for a 2,000-tonne-per-year lithium titanate anode material plant is planned in Yichang, Hubei Province. The project, with an investment of 100.5 million yuan, will be built within the existing Jiangchen New Energy plant and is expected to be completed between September 2026 and February 2027.

Project Updates

Sungrow Power has signed an agreement with the Qixia City government in Yantai to build a 200 MW/800 MWh independent energy storage station. The project, with a total investment of 836 million yuan, will use Sungrow's own electrochemical energy storage equipment and is expected to enhance the regional grid's peak shaving and frequency regulation capabilities.

A 875 kW/1,827 kWh user-side energy storage project by Zhejiang Ruilin Technology has been filed in Ningbo. The project, with an investment of 1.64 million yuan, will install seven 125 kW/261 kWh lithium iron phosphate battery cabinets.

A 10 GWh solid-state battery manufacturing project by Jiangsu Qingsong Guheng New Energy Technology has been publicly disclosed in Dongtai, Jiangsu Province. The project will be built in three phases, with a total investment of 3 billion yuan. The first phase, investing 300 million yuan, will establish a 1 GWh solid-state battery production line.

A 100 MW/200 MWh independent energy storage project in Huzhou, Zhejiang Province, has been filed. The project, with an investment of 211.07 million yuan, will build a new energy storage station and a 110 kV step-up substation, with construction expected to start in December 2026.

The results of the selection of implementing entities for 2.4 GWh of independent energy storage projects in Wuda District, Wuhai, Inner Mongolia, have been announced. Two projects, both with a capacity of 300 MW/1,200 MWh, will be implemented by Wuhai Jingyuan Energy Storage Co., Ltd. and Wuhai Guozhong Energy Storage Co., Ltd., respectively. Jingyuan is a subsidiary of Envision Energy.

Guxin Energy, a leading semi-solid-state lithium battery manufacturer, has completed a billion-yuan financing round. The company has achieved mass production of 100% silicon anode batteries with an energy density of 405 Wh/kg and is the world's largest shipper of 400+ Wh/kg cells. It is also a core battery solution provider for special equipment and intelligent equipment sectors.

Midea Group has announced plans to subscribe to a private placement of shares by Hekang New Energy, raising up to 1.65 billion yuan. The funds will be primarily used for solar and storage projects, including 437 million yuan for a photovoltaic inverter project, 292 million yuan for a residential energy storage system project, and 184 million yuan for distributed solar demonstration projects. Hekang New Energy will leverage Midea's global brand and channel resources for expansion.

Tianzheng Electric and Sieyuan Energy have signed a comprehensive strategic cooperation agreement. The partnership will focus on integrated solar-storage system solutions, product technology collaboration, and market expansion, aiming to accelerate the global deployment of integrated solar-storage projects.

Beijing Creative Distribution Automation has announced plans to acquire a 51% stake in Anhui Zhihe Shangke Technology for 190.23 million yuan. The target company focuses on thermal management components and system integration for new energy applications, including battery energy storage, electric heavy trucks, and electric ships.

Volkswagen has established a new joint venture battery company, Powork Battery (Dalian) Co., Ltd., in Dalian, Liaoning Province. The company, with a registered capital of 80 million yuan, will cover battery manufacturing, parts sales, and automotive component research, as part of Volkswagen's broader battery strategy in China.
