A meeting on further deepening state-owned enterprise (SOE) reforms was held in Shenyang on August 7, combining mobilization efforts with specialized training sessions.

The meeting noted that through the previous round of reforms, SOEs in the province achieved phased results in areas such as party building leadership, industrial layout, innovation momentum, and the construction of the "three capabilities" mechanism. However, challenges remain, including a relatively small overall scale, heavy historical burdens, low research and development investment, and inadequate oversight on integrity issues. In the new round of reforms, all SOEs in the province must enhance their sense of urgency and responsibility to carry out key reform tasks delegated by the central government with high quality.

The meeting emphasized that Liaoning's SOEs should coordinate functional, structural, and institutional reforms to deepen the transformation. They should set development targets scientifically to expand their scale. Resources should be concentrated on core businesses, emerging strategic industries, and future-oriented sectors to optimize the industrial structure. The integration of technological and industrial innovation should be pushed forward to ensure innovation delivers tangible results. Cooperation with central SOEs and collaboration between Liaoning and Jiangsu provinces should be strengthened to highlight unique features. A penetrating supervision system must be implemented to enhance regulatory rigor. A distinctive corporate culture with Liaoning characteristics should be cultivated to build a solid foundation. The role of party organizations should be fully leveraged to strengthen party building, driving the province's SOE reform and development to new heights.
