PSBC's Xu Zhaohui: Tackling AI Risks Requires End-to-End Control, Defining Model Ownership and Accountability

At the China Wealth Management 50 Forum 2025 Annual Conference held in Beijing on December 30, themed "Stepping into the '16th Five-Year Plan' Period to Build a Financial Power," Xu Zhaohui, Chief Engineer of Postal Savings Bank of China (PSBC), attended and delivered a speech.

Xu Zhaohui pointed out that artificial intelligence, as a key pillar for national self-reliance and the construction of a financial powerhouse, presents a critical opportunity for bank transformation. He stated that PSBC, guided by its "14th Five-Year Plan" IT blueprint, adheres to an acceleration technology strategy named "SPEEDS" and has completed a comprehensive overhaul of its four core systems for retail, corporate, credit card, and capital business, thereby freeing up resources for the implementation of AI scenarios. In the realm of data governance, the bank has elevated its Data Governance Committee to a Data and Model Governance Committee, advancing data assetization with the goals of "data as a service, data as value, and visibility equating to accessibility." Simultaneously, Xu highlighted the practical challenges in building high-quality datasets: "Big data is not actually that big," as data remains insufficient for large models, while excessively large datasets pose difficulties in migration and application efficiency. Xu Zhaohui concluded by emphasizing risk control in AI applications. He indicated that PSBC upholds the principle of "the user of the model is responsible for its output," clarifying that the results generated by AI assistants must be accountable to the user. Through dynamic, full-lifecycle, end-to-end, real-time control across all stages, the bank ensures that the baseline of safety, controllability, legality, and compliance remains unbreached. He affirmed that while intelligent tools can be upgraded, the original intention of "finance serving the people" and the value pursuit of financial inclusion must not change.
