The guidelines require adherence to demand-driven approaches, focusing on the pain points of SME digital transformation. They encourage local governments to refine cultivation standards based on regional conditions and establish a classified and tiered cultivation system. The guidelines also emphasize strengthening policy coordination and resource integration to accelerate the construction of a multi-participant, complementary service supply ecosystem for SME digital transformation.
