RUIFENG RENEW (00527) Signs Investment Framework Agreement to Build North China's Largest AI Computing Cluster

RUIFENG RENEW (00527) has announced that on February 9, 2026, the company formally entered into an investment framework agreement with the Xuanhua Economic Development Zone Management Committee in Zhangjiakou City, Hebei Province, China. The agreement involves a total investment of approximately RMB 24 billion to initiate the construction of the Xuanhua Artificial Intelligence Computing Center project. This project aims to establish the largest inference computing cluster park in North China and will serve as a core component of the Zhangjiakou national hub node within the country's integrated computing power network.

Subject to the execution of a final agreement, the project will primarily focus on the integrated development of "intelligent computing centers, green power, and energy storage," with construction planned in five phases. The first phase of the intelligent computing center is projected to have a scale of no less than 3,000 racks, built to Grade A standards with a plot ratio of at least 1.2 and a power capacity per rack of no less than 12 kW. The center is expected to achieve a Power Usage Effectiveness (PUE) value of no higher than 1.2 and a Water Usage Effectiveness (WUE) value of no higher than 1.1. Servers will utilize water-saving or non-water-consuming cooling technologies, and the site will cover approximately 200 mu of land, for which approval has already been obtained.

Concurrently, a grid-side independent energy storage power station with a capacity of 200 MW/800 GWh will be constructed. This station will employ lithium iron phosphate electrochemical energy storage technology and occupy about 55 mu of land. The first phase of the intelligent computing center is anticipated to be operational by February 2028.

The project will adopt a tripartite collaborative model involving the government, the enterprise, and the power grid, creating a closed loop for policy, energy, and operations. Against the backdrop of the coordinated development of the Beijing-Tianjin-Hebei region, the project is poised to become a computing hub connecting Beijing's innovation capabilities with Hebei's industrial transformation, supporting sectors such as smart manufacturing, smart cities, and biopharmaceuticals.

This investment signifies the group's strategic shift towards becoming an integrated service provider in the fields of "green energy, intelligent computing, and new energy storage." The group remains committed to innovation and green development, collaborating with government bodies, the power grid, and industry partners to establish this project as a benchmark for the national computing power network, thereby providing clean and robust computing support for the growth of the digital economy.
