According to reports, Citigroup (C.US) CEO Jane Fraser has publicly voiced support for the U.S. Clarity Act, viewing it as a critical step to strengthen the financial system. However, she emphasized that the provisions concerning stablecoin rewards require significant improvement to eliminate compliance risks stemming from ambiguous legal classifications.

The official name of this legislation is the "Payment Stablecoin Clarity Act," a proposed federal law designed to establish a clear regulatory framework for payment-focused stablecoins. Its core objective is to standardize the issuance, collateralization, and redemption processes of stablecoins, thereby protecting consumer interests and maintaining financial stability. As a central topic in Congressional digital asset discussions, the bill's advancement is seen as a vital signal to clarify federal regulations and encourage greater institutional participation in the digital asset sector.

Fraser's stance, previously reported by business media, reflects the close attention major financial institutions are paying to this legislative process. While support is conditional, well-defined rules are expected to accelerate industry consolidation. The primary point of contention centers on the legal classification of paying interest or rewards to stablecoin holders. Currently, most issuers do not distribute returns from reserve assets to users, and the bill's approach has raised questions about whether such rewards should be treated as securities or deposits, potentially triggering additional regulatory requirements.

The banking sector is keen to clarify the link between stablecoin rewards and existing financial regulations, particularly those governing interest-bearing accounts. Fraser noted that efforts are underway to refine the relevant provisions to ensure a clear compliance pathway. With stablecoin circulation reaching tens of billions of dollars, their use in payments and trading has captured global regulatory attention. A clear U.S. regulatory framework could provide legal certainty and reduce potential risks, whereas poorly designed rules might stifle innovation or create arbitrage opportunities.

Although banks have remained cautious due to the uncertain legal environment, Fraser's support underscores the industry's urgent need for definitive rules. If the bill passes with reasonable terms, it could pave the way for broader stablecoin adoption, balancing innovation with consumer protection.
