China aims to optimize its consumer goods supply structure and cultivate three trillion-yuan-level consumer sectors alongside ten billion-yuan-level consumption hotspots by 2027, according to a joint implementation plan released by multiple ministries including the Ministry of Industry and Information Technology (MIIT), the National Development and Reform Commission (NDRC), and the Ministry of Commerce. By 2030, a high-quality development pattern featuring positive supply-demand interaction is expected to take shape, with consumption playing an increasingly vital role in economic growth.

The plan outlines 19 key tasks across five areas: accelerating innovation in new technologies and business models, expanding supply of specialized and novel products, precisely matching diverse consumer needs, fostering new consumption scenarios, and improving the market environment.

**Deepening Existing Markets** The plan emphasizes innovation in smart connected new energy vehicles, smart homes, consumer electronics, modern textiles, food, and green building materials. It promotes flexible and customized manufacturing, with initiatives like the "1,000 Factories, 1,000 Faces" digital transformation program to establish end-to-end smart production systems. Additionally, AI integration across industries will be encouraged, including applications in generative AI, 3D design, and smart terminals like service robots, AI-powered appliances, and brain-computer interfaces.

For cultural and tourism consumption, the plan highlights sports, outdoor, and winter economy products, supporting the development of smart fitness equipment, winter sports gear, and aviation-themed recreational facilities. Health product innovation will focus on functional foods, high-end medical devices, and wearable health tech.

**Expanding New Growth Areas** New consumption scenarios include pet-related products, anime merchandise, and trendy fashion. Controlled expansion of low-altitude tourism, drone applications, and auto aftermarket services like customization and RV camping will be explored. The plan also encourages IP-driven product development, such as co-branded stationery and designer collaborations in fashion and accessories.

To boost premium consumption, flagship stores, concept shops, and product launch events will be supported, alongside digital-first release strategies to promote domestic brands globally. Shared consumption models, including bicycles, wheelchairs, and strollers, will be standardized with improved service certifications.

**Precision Targeting** Tailored solutions for different demographics include: - **Children**: Upgraded childcare products, smart learning tools (e.g., e-ink notebooks, AI-assisted study aids), and safety-certified school supplies. - **Seniors**: Age-friendly tech (e.g., care robots, health monitors), comfortable apparel, and easy-to-consume foods, with dedicated retail sections for elderly consumers.

Experts note the plan shifts from traditional subsidy-driven campaigns to systemic supply-demand synergy, converting latent demand into tangible economic drivers.
