Xinjiang Boosts Senior-Focused Finance to Power Silver Economy Growth

Xinjiang is actively advancing financial services tailored to the elderly to support the high-quality development of the silver economy, a sector seen as both a social response to aging and a promising new growth avenue. Since the start of this year, the region has implemented measures including improved policy support, optimized service coordination, and strengthened follow-up evaluations to expand and enhance senior-focused financial services.

As of the end of June 2026, the balance of loans for senior care in Xinjiang rose by 20.9% year-on-year, outpacing the regional average growth rate for all loans by 14.2 percentage points. The number of elderly care business entities receiving credit support increased by 48% compared to the same period last year, reflecting a simultaneous rise in support intensity and coverage.

To deepen service offerings, Xinjiang has encouraged banks to establish specialized working mechanisms, simplify credit approval procedures, and develop tailored credit products based on the operational characteristics of the elderly care industry. Banks are also accelerating the age-friendly renovation of their branches, setting up barrier-free windows, dedicated senior service zones, and respect-for-the-elderly stations. Staff are assigned to provide guidance and companionship, while some branches are being developed into specialized outlets for the silver economy.

Addressing challenges such as the fragmentation of elderly care industry players and information asymmetry, the People's Bank of China's Xinjiang branch has strengthened coordination with local civil affairs, commerce, culture and tourism, and sports departments. A regular information-sharing mechanism has been established, guiding financial institutions to conduct on-site visits and facilitate a smoother flow of funds to projects and projects to funds.
