Tokyo Resale Apartment Prices Slide for Third Straight Month, Signaling Cooling Market

Resale apartment prices in Tokyo's central wards fell for the third consecutive month in July, with analysts pointing to a broader correction phase following a record-setting rally. Real estate research firm Tokyo Kantei reported Monday that the average price in six key central districts dropped 1.7% from June to 181.95 million yen (approximately $1.15 million), a wider decline than June's 1.3% dip, with figures standardized to a 70-square-meter unit size.

"This is not a temporary blip but a signal that the market is entering an adjustment cycle," said Masayuki Takahashi, chief senior researcher at Tokyo Kantei. "Surrounding areas around central Tokyo could also follow suit."

Earlier this year, resale apartment prices in Tokyo surged to record highs, surpassing peaks seen during the asset bubble era of the late 1980s and early 1990s, driven by heavy buying from both domestic and international investors. Since then, prices have retreated as policymakers grew wary of rapid appreciation, investors turned more cautious, and rising inflation and interest rates increased the mortgage burden for homebuyers.

According to Tokyo Kantei data, this three-month losing streak is the longest since a six-month decline that ended in August 2012. Prices across all 23 wards of Tokyo also softened, slipping 0.1% in July from June, marking a second consecutive monthly decrease.

The heated Tokyo property market has raised concerns about excessive speculation. In 2025, the Japanese government began monitoring short-term property transactions and, together with the real estate industry, introduced measures to curb speculative activity. Meanwhile, the inventory of resale apartments in central Tokyo has climbed to a record high.

Resale apartment prices are considered a more sensitive gauge of supply-demand dynamics than new builds, as trends tend to emerge faster in the resale segment. Tokyo Kantei's data is widely viewed as a key benchmark for forecasting the direction of Japan's housing market.
