Japan's Economy, Trade and Industry Ministry on Tuesday established a public-private cooperation framework with a wind power subsidiary of German company Siemens AG with the aim of promoting collaboration among companies for the expansion of offshore wind power generation.

With an eye on developing overseas markets as well, the framework is aimed at building a supply chain for wind turbines in Japan, supporting technical collaboration among companies and promoting the domestic production of wind power generation equipment.

The ministry will collaborate with Siemens Gamesa Renewable Energy S.A.U., a major wind power company with headquarters in Spain. As part of the framework, it has signed a memorandum of understanding with major Japanese electronics component maker TDK Corp. in the presence of industry ministry officials on strengthening cooperation. Siemens Gamesa plans to incorporate TDK's permanent magnets into its offshore wind turbines.

Surrounded by the sea, Japan sees offshore wind power as key to expanding its renewable energy output. However, much of the equipment, such as wind turbines, is currently imported, making the shift to domestic production a challenge.

The ministry has already established a public-private partnership with major U.S. energy company GE Vernova Inc. to strengthen domestic production capabilities, making the partnership with Siemens Gamesa the second such initiative. Through these partnerships, the ministry aims to attract component factories and promote joint development between companies.

Siemens Gamesa plans to install 71 offshore wind turbines in Japan, including off the coast of Aomori Prefecture. The company aims to accelerate its business expansion in Japan by leveraging the framework established with the Japanese ministry.
