Chip-Equipment Export Measures on China Could Be Negotiation Tactic -- Market Talk

0704 GMT - The potential U.S. curb on chip equipment exports to China could be a trade negotiation tactic, Jefferies analysts say in a research note. The U.S. could revoke waivers that allow top semiconductor makers to ship American chip-making equipment to their factories in China without applying for a separate license each time, the Wall Street Journal reported on Friday. Noting that Samsung, SK Hynix and TSMC currently enjoy blanket waivers, the analysts say, "We see this as a negotiating tactic by U.S. President Trump to pressure China to reach a trade ideal." Any revocation will likely do more damage to those companies than to China, they say, while the U.S. would like these companies to invest more in the U.S. (sherry.qin@wsj.com)
