TEMPO.CO, Tangerang - Minister of Immigration and Correctional Affairs Agus Andrianto and Coordinating Minister for Infrastructure and Regional Development Agus Harimurti Yudhoyono (AHY) conducted a trial of the integrated international passenger declaration system, All Indonesia, at Soekarno-Hatta Airport on Thursday, July 24, 2025.
This system streamlines and consolidates the reporting of passengers arriving from abroad for immigration, customs and excise, health, and quarantine, which was previously done separately by passengers. "All Indonesia is expected to streamline the administrative process so that passengers can cross more quickly after landing in Indonesia," said Minister AHY.
During this trial period, AHY stated that the government will identify areas for continuous improvement and perfection so that All Indonesia's operations will run smoothly in the future. "We are ready to receive input from the public, and gradually we will also carry out socialization and education to the public," said AHY.
All Indonesia is an effort to bring about time efficiency. This system is faster than the current passenger declaration system. The filling out of forms for All Indonesia can be done three days before arrival in Indonesia. Each filling process takes about 2.5 minutes.
According to AHY, All Indonesia is an effort by the Indonesian Government to offer good, pleasant, and efficient public services to international flight passengers arriving in Indonesia.
As such, he said, the experience should make it more attractive for foreign tourists and investors to come. He emphasized that his ministry, along with related stakeholders, continues to strengthen services in the transportation sector.
"Experience coming to Indonesia should feel easy, but not to the extent of being casual, because we prioritize national security; it must be truly secure," said AHY.
Minister of Immigration and Correctional Affairs Agus Andrianto ensures that the All Indonesia system will operate with guaranteed security. The system has undergone security vulnerability exploitation tests by ITSA BSSN and external parties, stress tests to test traffic loads, and the use of Sclron technology to prevent application cloning.
"We will prepare a backup system for its data. Later, we will use the Indonesian Data Center, and its capacity will also be expanded," said Agus.
The trial period for the All Indonesia system will last until its official launch, which is planned to take place in mid-August 2025. The government partnered with Garuda Indonesia, the national airline, for the trial.
Agus mentioned that for the time being, only Indonesian passengers on international flights with Garuda Indonesia are encouraged to use All Indonesia. After its official launch, the system will be used by all international flight passengers.
All Indonesia will be available in a web-based version on the website https://allindonesia.imigrasi.go.id/ and a mobile application.
