It emphasizes that readiness is not determined by resources, as even smaller organizations with limited budgets can achieve a proactive stance through strategic mindset and innovation. The report categorizes organizations into three readiness segments-Reactive, Responsive, and Proactive-revealing that proactive organizations demonstrate greater preparedness across 13 identified risk areas. Key concerns among these organizations include government policy changes and revenue, with proactive entities more likely to have updated strategic plans and focused technology strategies.
