PBF Energy's 157,000 b/d Martinez refinery near San Francisco and Marathon Petroleum's 384,500 b/d Los Angeles refinery reported flaring and emission events.

In a filing with the California Governor's Office of Emergency Services, PBF said a process upset at an unidentified unit at the Martinez plant on Sunday led to flaring and the release of an unknown amount of sulfur dioxide. The company said the event lasted about an hour.

The event also led PBF to issue a Level 1 community alert, which is triggered when a flaring event lasts more than 20 minutes, according to the Contra Costa Health's Hazardous Materials Program.

Marathon told state officials that flaring at the Los Angeles refinery led to the emission of 501 lb. of sulfur oxide. At the time of the filing, the company said the flaring was continuing, though minimization processes were being deployed.

Phillips 66 told the South Coast Air Quality Management District on Monday it expects planned flaring to occur at its 156,000 b/d Los Angeles refinery between Oct. 1 and Nov. 2 because of "start-up/shutdown" activities.

The company in August said it would begin shutting units at the facility in September ahead of a planned shutdown of the plant by the end of the year.
