**Portland General Electric Updates Regulatory Review of 2023 Resource Procurement** Portland General Electric Company (PGE) has announced the submission of an updated final shortlist of project bidders to the Oregon Public Utility Commission (OPUC) as part of its ongoing regulatory review for the 2023 All-Source Request for Proposal (RFP). This RFP process, launched in February 2024, seeks to secure non-emitting dispatchable capacity and renewable generation resources to support Oregon's decarbonization and reliability goals. The updated shortlist follows the passage of House Resolution 1, the One Big Beautiful Bill Act, on July 4, 2025, which prompted PGE to allow all participating bidders to refresh their project pricing in response to new legislative impacts and recent trade tariffs. PGE has requested OPUC acknowledgment of the revised shortlist by November 25, 2025, to proceed with contract negotiations. Multiple organizations submitted bids; however, the regulatory filing and ongoing review specifically pertain to PGE's procurement process. Final contracts for projects meeting selection criteria are expected by the end of 2025, with new resources targeted to be in service by 2027. Further details are available through OPUC Docket UM 2274 on the OPUC website.
