0540 GMT - The Federal Reserve is still likely to cut rates in October and December, but investors should be prepared for a range of outcomes as Fed Chair Powell is trying to leave all options open, Global X's Scott Helfstein says. Reports prior to the shutdown suggested that inflation has been driven by tariffs, housing and utilities, and Fed rates might not play a big role in controlling pricing in those markets, the ETF firm's head of investment strategy says. That may give the Fed a free hand to keep lowering rates even as headline inflation remains above target, he says. (emese.bartha@wsj.com)
